More specifically, the Legislature may permit resort casinos in certain counties. <br /> The social costs of gambling are undisputed. A draft report prepared for the Legislature found <br /> that the social costs of permitting more gambling in Florida are more than $1 Billion Dollars. <br /> Based on the potential negative social costs of gambling, the proposed Ordinance requires any <br /> gambling use or bingo halls to be approved by the City Commission as a conditional use. A <br /> conditional use is a use or activity that may be allowed in a zoning district subject to certain <br /> conditions to alleviate any negative impacts. <br /> The proposed Ordinance was requested by Mayor Norman S.
