Summary Minutes Regular City Commission Meeting December 19,2013 City of Sunny Isles Beach,Florida
He didn't actually come up with the numbers and so he is not sure what the rationale was
behind the numbers. The developers made it clear to him that their design considerations
could be materially affected by not getting the 25-feet, and as he talked to the neighbors at
Tropicana and the Trump side as well, he thinks we want to see one building there and if it
takes a 25-foot setback to do that, he is okay with it.
Vice Mayor Aelion said he also met with both developers who have interest in this
Ordinance, and this amendment is something that has been created for their wish. The
numbers given here are on the low side,he wanted them to be higher and so he will stay with
25-feet for$1,000,000.00 and 30-feet for$500,000.00. Commissioner Gatto said it is really
important to see a design and make a decision at the Site Plan level using variances. She
thinks the one building scenario is the way to go. The setback request, whether it is 25 or 30,
needs to benefit the buildings on either side of it.
Mayor Edelcup said it sounds like we are all on the same page, certainly one building is a
much better scenario than two smaller buildings, and probably the one building becomes a
more magnificent building then two smaller buildings would be. Likewise, the selling price
is greater per apartment because the building is a better built building which means that
ultimately the City benefits with its tax structure in the future that it receives a higher
property tax base with this one building. He does not see any problem with combining these
two lots to create the opportunity for the one building. He hears what the developer is saying
as it relates to the reduction of the fee, his inclination is that the fee is adequate the way it is
structured here. He is hearing that you don't want to develop this property until 2017 but
perhaps the City can come up separate of this Ordinance with some sort of monetary
incentive for you to tear down what is there today. He knows that would make a lot of
people happy that live in that part of the City particularly the people at Tropicana and Arlen
House and the Trump. Maybe we can accomplish both our goals and come to a common
amount of money you are willing to pay but through a different route by taking some
immediate action to get rid of that building. In turn maybe the City can help make that
monetarily an incentive for you to accomplish that goal. He said it is just a suggestion for
you to talk to the City Manager and City Attorney. Mr. Price said they will meet with the
City Manager and try to come up with a proposal that will address what the Mayor just said.
Commissioner Scholl moved and Vice Mayor Aelion seconded a motion to approve the
proposed Ordinance on first reading,as amended. The motion was approved by a roll
call vote of 5-0 in favor. Second reading, public hearing will be held on Thursday,
January 16, 2014, at 6:30 p.m.
Vote: Commissioner Gatto yes
Commissioner Levin ves
Commissioner Scholl yes
Vice Mayor Aelion yes
Mayor Edelcup yes
8
