Russo, City Manager <br />DATE: 2/20/2014 <br />RE: Appointment of Special Masters <br />RECOMMENDATION: <br />It is recommended that the City Commission approve the attached Resolution <br />reappointing Attorney Maurice Donsky, Attorney Rafael E. Suarez- Rivas, and <br />Attorney Ellen Lavin as Special Masters for the City of Sunny Isles Beach. <br />REASONS: <br />Special Masters are the presiding officers at our Code Enforcement <br />Administrative Hearings. Administrative hearings provide a means by which <br />individuals cited for code violations can plead their case and be heard before an <br />impartial party. Sunny Isles Beach Code Section 14 -3 states that appointments <br />of Special Masters shall be made by the City Manager, as needed on the basis <br />of experience, skills and abilities and, whenever possible, shall include persons <br />with legal experience, for a term of one year. The Code further states that <br />appointments shall be submitted to the City Commission for ratification. <br />Attorney Maurice Donsky, Attorney Rafael E. Suarez - Rivas, and Attorney Ellen <br />Lavin are our current Special Masters, and are serving with favorable results to <br />date. The City Attorney has recommended these individuals to me, and <br />therefore, I recommend the reappointments of all of the City's current Special <br />Masters. <br />ADDITIONAL INFORMATION: <br />All of our Special Masters have many years of experience and have served for <br />numerous other municipalities in Miami -Dade County, <br />ATTACHMENTS: <br />Resolution <br />Ages ch Item No, I 0 <br />Date 2 20 %2013 <br />6> <br />
