As <br />the Ethics Commission's chief executive officer for the last thirteen years, Robert <br />oversaw all operations, including enforcement, advice -giving and <br />training/education. While heading the Ethics Commission, he drafted hundreds of <br />ethics opinions., while analyzing State, county and municipal ethics codes. <br />Moreover, Robert assisted in the drafting of model ethics codes and amendments <br />to existing ethics codes in Miami -Dade County and across the State of Florida. <br />Under his watch, the Ethics Commission was identified as one of the model local <br />ethics commissions in the country, and received many accolades for its innovative <br />programming and outreach activities, from such organizations as Transparency <br />International, the National Association of Counties, and the National League of <br />Cities. <br />Robert frequently lectures on the topics of ethics, governance and leadership, and <br />has published several articles and treatises. He has been a panelist at many local, <br />state and national conferences sponsored by the National League of Cities, the <br />Florida League of Cities, the American Bar Association, the Florida Municipal <br />Attomays Association, the National Institute of Government Purchasers and <br />COGEL. <br />Prior to his appointment as the Ethics Commission's Executive Director, he was a <br />professor at Florida International University and the University of Tennessee, <br />where he taught courses in law, ethics and government.
