COVER LETTER
Joseph S. Geller has practiced law for over 35 years, including over 20 years providing service as a municipal attorney to Florida
municipalities. He has been the principal attorney for five (5) different municipalities and has assisted many others. His service in
elected office, his long career as an attorney with multiple concentrations, and his extensive municipal experience for many entities
combine with his reputation for fairness, integrity and good judgment to enable him to help the City to achieve its goals. Mr. Geller is
currently in his third term serving in the Florida House of Representatives, representing District 100, having been elected in November
2014, and re-elected without opposition in November 2016, and again in November 2018. Perhaps more importantly, Mr. Geller
served as Mayor of the City of North Bay Village, having been elected in November 2004, and re-elected without opposition in
November 2006. This service as a municipal elected official gives Mr. Geller a unique insight into the functioning of municipal
government. In addition, his legislative service has given him special insight and ability in legislative interpretation. Mr. Geller would
have primary responsibility for all City matters.

None of the attorneys proposed for the engagement have been disciplined by the Florida Bar within the last 10 years. At the present
time, other than municipal finance/bonds or special counsel work, neither the Firm nor Mr. Geller is representing other municipalities
or governmental agencies. Additionally, a conflicts check was completed for the City and no conflicts were found. If you would like to
discuss this further, please contact Mr. Geller.

Abbreviated biographies follow here, and complete biographies can be found on page 62 of this document.

QUALIFICATION INFORMATION AND ASSIGNED PERSONNEL
gmlaw.com 22
