Section 2 Special Terms and Conditions 2.1 PURPOSE OF BID The City of Sunny Isles Beach, Florida (the "City" or "Owner") a municipality located on a barrier island in Northeast Miami -Dade County, Florida, seeks to secure a contract with a licensed contractor ("Contractor") to furnish all labor, material, supplies, equipment, transportation, etc. to provide construction and infrastructure improvements per the plans and specifications to the existing municipal building, Gateway Park. Gateway Park is located at 151 Sunny Isles Blvd, Sunny Isles Beach, FL 33160. The Gateway Park renovations are intended to result in a Community Center. The indoor facility will include, but not limited to office space, reception area, multi-purpose rooms that can accommodate classes, meetings, banquets, and an indoor stage, a catering kitchen, arts & crafts space, restrooms, and storage area, totaling approximately 17,039 square feet. Time is of the essence for the performance of this work. The intention of the Community Center is to promote the City and provide a destination for residents and visitors alike. The Contractor by submitting a bid hereby declares that it has extensive experience in successfully completing projects similar to this one. 2.2 AGENT FOR OWNER Perkins+Will, the Consulting Architect, shall serve as agent for The City of Sunny Isles Beach in all matters pertaining to the work on this project. No changes in the work or extra charges to the Contract are effective until recommended by the Architect and approved by the Owner in the form of a written change order. 2.3 NON -MANDATORY PRE-BID CONFERENCE AND ADDENDUMS A pre-bid conference will be held on Tuesday, February 5, 2019 at 1:00 PM at Sunny Isles Beach Government Center, 18070 Collins Avenue, Sunny Isles Beach, FL 33160, 1St Floor Conference Room to discuss the special conditions and specifications included within this solicitation. Bidders are requested to bring this solicitation document to the conference, as additional copies may not be available. A site walk-thru will be conducted immediately following the pre-bid conference to allow bidders to gain familiarity with the site and the existing infrastructure. 2.4 METHOD OF AWARD The term "lowest responsible and responsive Bidder" as used herein shall mean the Bidder whose bid is the lowest of those Bidders possessing the skill, ability and integrity necessary for the faithful performance of the work, whose bid best serves the interests of and represents the best value to the City, as determined by the City Commission and/or the City Manager. The bidder will also be evaluated as part of their "responsible" on their quality control plan, safety plan and proposed project schedule.
