<br /> The City is recognized by the State of Floridaasbeing exempt from state sales tax and is therefore',.':..
<br /> qualified for an exemption from Florida and all other state sales taxes on the purchase of tangible
<br /> property if certain criteria are met. The City may elect to realize savings of sales tax on selected
<br /> material and equipment needed for use in this Project. The City will include this direct purchase
<br /> provision and the Contractor agrees to administer it. See Rule 12A-1.094 and Section 212.08(6)
<br /> Florida Statutes.
<br /> No additional compensation shall be added to the Agreement amount because of the service
<br /> provided by the Contractor in the purchase of the material or capital equipment in the name of the
<br /> City. All sales and use tax savings of purchase of property, materials, etc., shall be credited to the
<br /> City and the amount of the Agreement will be reduced in the full amount of savings which are
<br /> affected by the omission of payment of sales and use taxes.
<br /> 2.12 BID PRICE
<br /> If a Bidder is awarded a contract under this solicitation, the Bid Price shall remain fixed and firm
<br /> during the contract term. When entering the unit rates and bid total all pricing shall be typed, not
<br /> handwritten. Lump sum bid price shall include all costs for:
<br /> a. Furnishing all tools, equipment, materials, apparatus, facilities, labor, transportation,
<br /> 0 supervision and management necessary to perform the work described in the bid
<br /> documents;
<br /> b. Providing the necessary safety precautions for the protection of the public, such as
<br /> barricades and warning signs;
<br /> c. Cleanup activities to restore the work site to a satisfactory condition;
<br /> d. Federal, state and local taxes; and
<br /> e. All permits and licenses required to perform the work described in the bid documents.
<br /> 2.13 LIFE CYCLE COSTING
<br /> The City may elect to evaluate equipment proposed on the basis of total cost of ownership. In
<br /> using Life Cycle Costing, the following factors may be considered: estimated useful life;
<br /> maintenance costs; cost of supplies; labor intensity; energy usage; environmental impact; and
<br /> residual value. The contractor shall submit any relevant supporting documents regarding life
<br /> cycle cost of equipment.
<br /> 2.14 BILLING
<br /> Each invoice or payment application must be accompanied by all supporting documentation and
<br /> other information reasonably requested by City, including, but not limited to a Partial Release of
<br /> Lien or Final Release of Lien as appropriate in the forms set forth in Chapter 713.20, Florida
<br /> Statutes. Reference herein to Chapter 713, Florida Statutes is for convenience, and shall not be
<br /> 0 construed as a waiver of sovereign immunity or authority for imposition of liens against public
<br /> property. Each progress payment shall be reduced by 10% retainage in accordance to Section
<br /> 255.078, Florida Statutes. Subject to other requirements of the Contract Documents,.,retainage
