<br />City of Sunny Isles Beach | RFP Bella Vista Park Dock Reconstruction 19-07-01 28 <br /> <br />SECTION 5 <br />Evaluation Process <br /> <br />5.1 Review of Proposals for Responsiveness <br /> <br />Each proposal will be reviewed to determine if the proposal is responsive to the submission <br />requirements outlined in the solicitation. A responsive proposal is one which follows the <br />requirements of this solicitation that includes all documentation, is submitted in the format outlined <br />in this solicitation, is of timely submission, and has the appropriate signatures as required on each <br />document. Failure to comply with these requirements may result in the proposal being deemed <br />non-responsive. The City reserves the right to select the Contractor who represents the best value, <br />and to accept or reject any proposal submitted in response to this solicitation. <br /> <br /> EVALUATION METHOD AND CRITERIA <br /> <br /> The City will consider the following factors below in evaluating the qualifications of the bidders: <br /> <br />1. Previous experience with dock construction/ repair projects. Contractor to include <br />if they have any experience working with FEMA. <br />2. Firm possesses all appropriate Contractors and professional licenses required to <br />do business in the State of Florida. <br />3. i. The ability, capacity, skill, and organization of the Contractor to perform and <br />support the needs and objectives within the scope of work as proposed. <br />ii. The character, integrity, reputation, judgment, experience of Contractor. <br />iii. The schedule and availability of the Contractor; to include response time. <br />iv. Financial stability. <br />v. The Current and projected workload of the Contractor; to include current <br />contracts with other government entities. <br />4. Price Schedule <br /> <br />5.2 Price Evaluation <br /> <br />The price proposal should include all components of specifications provided. It shall be evaluated <br />subjectively in combination with the qualifications provided, including an evaluation of how well it <br />matches Contractor’s understanding of the City’s needs described in this solicitation, the <br />Contractor’s assumptions, and the value of the proposed services. The pricing evaluation is used <br />as part of the evaluation process. The City reserves the right to negotiate the final terms, conditions <br />and pricing of the contract as may be in the best interest of the City. <br /> <br />5.3 Negotiations <br /> <br />The City may award a contract on the basis of initial offers received, without discussions. Therefore, <br />each initial offer should contain the Contractor’s best terms from a monetary and technical <br />standpoint.
