Summary Minutes:Special City Commission Meeting February 27,2014 Sunny Isles Beach,Florida <br /> 3B. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving <br /> an Agreement with Landscape Forms for the Manufacture and Delivery of Furniture <br /> and Lighting for the Intracoastal Parks, in an Amount Not to Exceed $104,552.70, <br /> Attached Hereto as Exhibit "A"; Authorizing Waiver of Competitive Bidding Procedures; <br /> Authorizing the Mayor to Execute Said Agreement;Authorizing the City Manager to Do All <br /> Things Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title. City Manager Russo said this is the company that <br /> we have experimented with at Heritage Park with some of their tables because over the years <br /> there has been issues with durability with some stuff that has been bought by the City and <br /> this equipment seems to stand out amongst the other companies that we have tried. The <br /> technicality here is that they do not hold a Florida State Contract, they have a GSA Federal <br /> Contract. He said Cultural and Community Services Director Susan Simpson with the help <br /> of Assistant City Manager Bill Evans' was able to get the price down even further than the <br /> discount on the Contract. City Manager Russo noted the dates were changed as well on <br /> pages 1 and 2 of the Agreement, from March 17 to April 30, 2014. <br /> Public Speakers: None <br /> Vice Mayor Aelion said what we see before us are three (3) bench alternatives (one is the <br /> original bench). His concern was that the one selected is too pointed on the arms and it may <br /> be a potential hazard for children. Alternative No. 2 is something he would find more <br /> agreeable with because of the curvature of the back. Commissioner Gatto said she also likes <br /> Alternative No. 2 and it looks to be the lowest cost of all of the options as well. <br /> Assistant City Manager Bill Evans said it is the lowest cost but it is also the lowest quality <br /> and the lead time in increased by 2 to 4 weeks on that as well. City Manager Russo said <br /> there was an option within this company of an armless bench, which is Alternative No. 1. <br /> Vice Mayor Aelion said no, in his opinion, because of the children he thinks arms are <br /> important on a bench. Vice Mayor Aelion thought Alternative No. 2 looks like what we <br /> already have in the City, and CCS Director Simpson said no, they are different. <br /> Commissioner Gatto said what she does like about the armless bench is that it has that little <br /> meeting in the middle of it so that people won't be sleeping on it. <br /> Vice Mayor Aelion asked what is the staff's recommendation, and Assistant City Manager <br /> Evans said our recommendation would be the bench that we originally chose. He <br /> understands the Vice Mayor's concern but he thinks we can provide at least some type of <br /> safety around that large area so that we don't have trip hazards around it. Commissioner <br /> Gatto asked if we already have benches like these in place, Assistant City Manager Evans <br /> said we have benches not with quite that severe of an angle but we do have hard edges on a <br /> lot of our benches. CCS Director Simpson said that same bench is in place in Bal Harbour <br /> and other cities have used that bench for 20 years and there has yet to be an incident of any <br /> hazard from the arm. Vice Mayor Aelion said then that we are going on record saying that <br /> due to the historical perspective of this use of these benches which haven't had any issues <br /> come to surface, and so he would go along with it. <br /> Commissioner Scholl moved and Commissioner Gatto seconded a motion to approve the <br /> resolution,as amended with the revised date. Resolution No.2014-2209 was adopted by <br /> a voice vote of 4-0-1 (Mayor Edelcup absent) in favor. <br /> 2 <br />
