Summary Minutes: Regular Cin. Commission Meeting January 16. 2019 Cin. of Sunny Isles Beach. Florida
11. MOTIONS
1Vone
12. DISCUSSION ITEMS
Atone
13. CITIZENS' FORUM: REQUESTS, PETITIONS S OTHER CONIMUNICATIONS
13A. Mr. Alex Amselem said he is currently and has been for the last ovo years the President
of Arlen House East. He said he has been on the Board of Directors for the past four (4)
years representing approximately 600 units. 1.200 residents. Several years ago the Cite and
their Association entered into an Easement Agreement whereby the Association provided the
City a Landscape Easement for the beautification of the south entrance to the City. Over the
course of negotiations of the easement it was the Association's good faith understanding that
the City would consult with the Association on all aspects of this project. They relied on that
commitment to ensure that the beautification project would welcome the Association's
comments and suggestions. None of the .Association's suggestions have been taken into
account with respect to the project, especially their main request relating to the architectural
aspect of the wall that is going to be put up along Collins Avenue in front of their building.
Recently the Association was advised that the project was close to design completion. The
.Association welcomes a cooperative relationship with the City and respectfully requests that
the wall matches the architectural integrity of their building. Arlen House was desiened by
the same architect that designed the Fontainebleau Hilton; Morris Lapidus. They would like
to see some resemblance and connection to their building as maybe the Sunny Isles Beach
City Hall with its beautiful mosaic tile and modern architecture. He hopes to meet with City
representatives in hope that the Association's concerns and suggestions if not accepted can at
least be discussed in a cooperative setting before 100% completion of the design.
Public Speakers: Ales Amselem; Roslyn Brezin; Freddie Vivas
Mayor Edelcup said the wall in front of the Arlen House property is a continuation of the
Intracoastal wall which was presented to the Arlen House people when the easement was
obtained. That would be continuing that coral rock plus concrete block look from the
entrance of the City at Haulover all the way through to Sunny Isles Boulevard so that we
would have an integral look on Collins Avenue from one end to the other. It was certainly
not our intent to design a wall in front of each private property to look like that private
property but it was to have a common wall which was presented four or five years ago.
Former Commissioner Brezin was on the Commission at that time and led that effort. Please
feel free to have a discussion with our City Manager and wherever he can accommodate you
with the fact that the Commission has already approved the look for that wall and we need to
stay with that look because we can't go changing each segment of that wall.
Mayor Edelcup said we have already made our decision of how it was going to look and that
is where he wants to stay. and that is what the easement that has already been granted to us
15
