LMS The Miami-Dade Local Mitigation Strategy <br /> Miami-Dade Part 7: Flooding-NFIP and CRS <br /> INTRODUCTION <br /> In 2013, a number of events occurred that led to the decision to expand Part 7 of the <br /> LMS to help capture and compile information in support of the Community Rating <br /> System (CRS) communities and more thoroughly address our current and future flood <br /> risks and mitigation measures. Key events included: <br /> • The rollout of new Storm Surge Planning Zones based upon updated Sea Lake <br /> Overland Surge from Hurricanes (SLOSH) data <br /> • The 2013 update to the CRS Coordinators Manual <br /> • The desire to integrate climate change and sea level rise considerations into the <br /> LMS <br /> • The Biggert-Waters Act and reforms to the National Flood Insurance Program <br /> (NFIP) <br /> • The desire to integrate the planning consideration of the Comprehensive • <br /> Development Master Plan (CDMP) and Stormwater Management Master Plan <br /> into the LMS, since the LMS is the Floodplain Management Plan for the County <br /> Actions taken to further incorporate flooding considerations into the LMS and <br /> community mitigation included: <br /> • Designation of the local CRS User Group as a Sub-Committee of the LMS <br /> • Nichole Hefty, the Chief of the Miami-Dade Office of Sustainability was <br /> nominated to become a member of the LMS Steering Committee <br /> • The Office of Emergency Management (OEM) hosted the L-278 class CRS <br /> training to assist our local communities in preparing for the changes <br /> • Additional maps were developed to determine flood risk <br /> • OEM and Miami-Dade Water and Sewer Department (WASD) partnered to work <br /> on an educational component to introduce stakeholders to a new interactive <br /> model to help determine potential impacts from Sea Level Rise <br /> • Identification of activities that Miami-Dade County Departments conduct that may <br /> assist all of our communities with uniform credit <br /> • Collaboration with the newly appointed State CRS Coordinator <br /> • Integration of Sea Level Rise considerations into the Miami-Dade Threat and <br /> Hazard Identification and Risk Assessment (THIRA) <br /> January 2017 P7-1 <br /> 308 <br />
