City of Sunny Isles Beach | RFP Bella Vista Park Dock Reconstruction 19-10-01 10 <br />Section 2 <br />Special Terms and Conditions <br />2.1 PURPOSE OF BID <br />The City of Sunny Isles Beach, FL (“OWNER”) is seeking to retain a qualified “CONTRACTOR” <br />capable of providing all services associated with the removal of damaged sections of the original <br />dock located at 500 Sunny Isles Boulevard. Upon contract award, the contractor will reconstruct <br />dock to original configuration. New dock to consist of reusing existing pilings, constructing joists <br />and stringers using 2" x 6" pressure treated lumber and stainless steel hardware, 2" x 6" pressure <br />treated lumber decking, water lines and electric lines, lights and pedestals to service 6 slips, install <br />float-on kayak launching dock and stairs. The work covered by these specifications includes the <br />furnishing of all materials; labor, equipment, personnel and performing all operations in <br />connection with the services as specified herein and shown on the bid documents, along with <br />attached exhibits and drawings. Dock will be used for boat dockage and a kayak/canoe rental as <br />part of the refurbished park once completed in about 2 years. The Contractor performing work <br />covered by this contract shall have all applicable licenses. The Contractor shall provide shop <br />drawings for Building permit with the City and Derm. <br />The specifications included in this RFP establish the performance, quality requirements and the <br />minimum standards for quality of workmanship and appearance. The successful Contractor must <br />adhere to all requirements and regulations established by the Federal Emergency Management <br />Agency FEMA (Attachment A), Florida Department of Environmental Protection (DEP), the Stafford <br />Act and any other governmental agency with jurisdiction over response and recovery actions, <br />including the City’s requirements. The selected firm will be responsible for staying current with all <br />FEMA and other agencies guidelines and regulations. This dock repair will be submitted as a claim <br />to FEMA subsequent to Hurricane Irma. <br />2.2 PRE-BID CONFERENCE <br />A Non-Mandatory pre-bid conference will be held on October 17, 2019 at 2:00 PM at Sunny <br />Isles Beach Government Center, 18070 Collins Avenue, Sunny Isles Beach, FL 33160; 1st Floor <br />Conference Room to discuss the special conditions and specifications included within this <br />solicitation. A site walk-thru will be conducted immediately following the pre-bid conference to <br />allow bidders to gain familiarity with the site and the existing infrastructure. <br />Bidders are requested to bring this solicitation document to the conference, as additional copies <br />may not be available. <br />2.3 CONTRACT TERM <br />The Substantial Completion of the Project shall occur no later than sixty (60) calendar days <br />from date of issuance of all permits, and Final Completion shall occur no later than ninety (90) <br />calendar days from date of issuance of all permits. <br />2.4 DISCRIMINATION
