Summary Minutes:Regular City Commission Meeting March 20,2014 City of Sunny Isles Beach,Florida <br /> Action: City Clerk Hines read the title, and City Attorney Ottinot reported that this <br /> Ordinance was requested by Mayor Edelcup. The purpose of this Ordinance is to require <br /> Commission approval for any storage facility that may be located within the Neighborhood <br /> Business District (B-1). That District is basically the west side of Collins Avenue between <br /> 174 Street and 178 Street. <br /> Public Speakers: None <br /> Vice Mayor Aelion moved and Commissioner Scholl seconded a motion to adopt the <br /> Ordinance on second reading. Ordinance No.2014-422 was adopted by a roll call vote <br /> of 5-0 in favor. <br /> Vote: Commissioner Gatto yes <br /> Commissioner Levin yes <br /> Commissioner Scholl yes <br /> Vice Mayor Aelion yes <br /> Mayor Edelcup yes <br /> 10. RESOLUTIONS <br /> 10A. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Awarding <br /> Bid No. 13-10-02 to and Entering into an Agreement with Lynx Construction Management <br /> for the Construction of a Wall Underneath the William Lehman Causeway, in an <br /> Amount Not to Exceed $484,605.00, Attached Hereto as Exhibit "A"; Authorizing the <br /> Mayor to Execute Said Agreement; Authorizing the City Manager to Do All Things <br /> Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and Assistant City Manager Bill Evans reported <br /> noting that we received five (5) bids, and Lynx Construction came in about $90,000 lower <br /> than the second lowest bidder. Commissioner Scholl asked how long the wall is, and <br /> Assistant City Manager Evans said about 1,300 feet. Commissioner Levin asked what the <br /> height of the wall will be, and Assistant City Manager Evans said eight (8) feet high. <br /> Public Speakers: Tulia Badillo; Allan Magana <br /> Resident Tulia Badillo and Property Manager Allan Magana of Oceanview were concerned <br /> about drainage, and a very old private sewer line that is in the location where the fence is to <br /> be built and they wanted to ensure that no heavy equipment would be put in that grassy area. <br /> Mr. Magana said he has not been contacted on an easement that the City had requested. <br /> City Manager Russo said the City did not need that easement as the wall is totally off from <br /> that property onto public property, and that will also help substantially with the drainage <br /> issue. Assistant City Manager Evans said the wall was moved from the original design eight <br /> (8) feet to the south to give us more working area, and to get away from the sewer. There is <br /> also an AT&T duct bank out there and so they made a request to FDOT to build the wall <br /> further onto FDOT property to give us a working area, a nice smooth transition, and to <br /> alleviate concerns about the old sewer and the duct bank. <br /> Vice Mayor Aelion asked how the drainage issue is being addressed, and Assistant City <br /> 9 <br />
