Summary Minutes:Special City Commission Meeting April I,2014 Sunny Isles Beach,Florida <br /> that we are following, is there any kind of Master Study or a Schedule that we are following? <br /> City Manager Russo said the Study that was done in 2004 was a competent study, it <br /> encompassed everything that needed to be handled and to what degree it needed. He can't <br /> say what it was since he left the City. They certainly have a schedule now but it does not <br /> include these modifications. Commissioner Scholl said when we hear that the original <br /> design missed the ability for the fire truck to make the turn, and the only reason we are <br /> building the bridge is for a fire truck to be able to go over it, that makes one wonder if we <br /> have the right professionals on the project. City Manager Russo said if you were to take a <br /> look at the original design in 2004 that was done by Calvin Giordano, you would come up <br /> with the same opinion that it was a competent study and did take everything that was <br /> necessary to accomplish what we wanted to accomplish,inclusive of the fire truck. It didn't <br /> get executed over the changes over the years. <br /> Vice Mayor Aelion moved and Commissioner Levin seconded a motion to approve the <br /> resolution,as amended. Resolution No.2014-2218 was adopted by a voice vote of 5-0 in <br /> favor. <br /> 3B. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Authorizing <br /> the City Manager to Negotiate and Enter into an Agreement with The Weitz Company for <br /> Construction Management Services for Gateway Park, in an Amount Not to Exceed <br /> $475,000.00,Provided Said Agreement is Approved as to Form and Legal Sufficiency by the <br /> City Attorney; Further Providing the City Manager and City Attorney with the Authority to <br /> Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title,and Assistant City Manager Bill Evans reported that <br /> back in 2012 there was a RFQ put out and seven (7) firms were qualified under that RFQ. <br /> The City decided at that time not to go forward with it because some of the average pricing <br /> that we looked at was somewhere between $600,000 to $650,000. We are not looking for <br /> somebody to be our mouthpiece out there, we are looking for a firm to be our eyes and ears, <br /> to do our documentation, to bring to us any issues that come up, to handle onsite issues, to <br /> mitigate anything that comes up and bring it to us. We need help to manage this project. We <br /> started out with a figure of about $650,000 with Weitz, and we have whittled it down to <br /> $475,000 which brings you to a debt of about 2.4% of the Project Industry Standard. <br /> Public Speakers: Patrick Delatour; <br /> Vice Mayor Aelion asked how does the Project Management Services enjoin with, this is a <br /> public/private partnership, with Joe Milton? City Manager Russo said no, it is a straight <br /> contract with the City, similar to the Pier Project. Mayor Edelcup asked what we paid the <br /> Consultant on the Pier,and City Manager Russo said around$700,000. City Manager Russo <br /> said this is just the Construction Management aspect of it. You are talking about a $17 <br /> Million project versus the Pier. This would be a very efficient use of this money for a project <br /> that we barely need some initial help for. Vice Mayor Aelion said that both projects have <br /> merit in the challenges of their implementation of it in their own right. <br /> Commissioner Scholl said he has built buildings bigger than this and he has never paid that <br /> kind of money for project management services. He was involved in the Pier Project with <br /> 3 <br />
