The City desires to amend Section 62-13 of <br /> the City Code to clarify that purchases made through intergovernmental cooperative purchasing <br /> arrangements, or purchasing consortiums organized as a corporation not for profit whose members are <br /> governmental entities, are exempt from competitive bidding. A number of local governments are <br /> currently using the purchasing consortiums to obtain favorable prices for products and services. <br />
