Section 2 Special Terms and Conditions 2.1 PURPOSE OF BID "'Y 01 SUo P-"' The City of Sunny Isles Beach, FL ("OWNER'S is seeking to retain a qualified ("CONTRACTOR" or "PROPOSER') capable of providing all services specified herein located at 16501 Collins Avenue. The Newport Fishing Pier is open for fishing and walking for a small fee, open 24/7. This RFP is for a Design/Build contract. The City is seeking bids for the fabrication and installation of pavilions and benches that provide a seaside decorative artsy theme, Contractor shall submit designs and installation pricing for permitting and construction of 11 pavilions on the Newport Pier for shade cover and 24 benches. 10 of the structures are 5'x 18' and 1 of the structures is 10'x 20', structures can have single or double end supports as needed to meet wind codes. Structures will be secured to the concrete pier deck. Structures shall consist of anodized aluminum framing and decorative roof panels in a wave configuration or other seaside theme, vertical clearance shall be 7'-6". All hardware shall be stainless steel. No electric or water is required. Decorative benches shall be aluminum and can be with a back or backless and have a seaside theme and discourage loitering. Benches shall be 6' long and anchored to the pier deck. A combination of different design options may be submitted for evaluation. There is no estimated project budget for this project, the contract will be awarded based on a combination of best decorative style and pricing meeting the City's vision. 2.2 PRE-BID CONFERENCE A Non -Mandatory pre-bid conference will be held on Tuesday, December 10, 2019 at 2:30 PM at Sunny Isles Beach Government Center, 18070 Collins Avenue, Sunny Isles Beach, FL 33160; 1st Floor Conference Room to discuss the special conditions and specifications included within this solicitation. A site walk-thru will be conducted immediately following the pre-bid conference to allow bidders to gain familiarity with the site and the existing infrastructure. Bidders are requested to bring this solicitation document to the conference, as additional copies may not be available. 2.3 CONTRACT TERM The Substantial Completion of the Project shall occur no later than one hundred twenty days (120) calendar days from date of issuance of all permits, and Final Completion shall occur no later than one hundred fifty days (150) calendar days from date of issuance of all permits. 2.4 DISCRIMINATION An entity or affiliate who has been placed on the discriminatory vendor list may not submit a Bid on a Contract to provide goods and services to a public entity, may not submit a Bid on a Contract with a public entity for the construction or repair of a building or public work, may not submit Bids on leases of real property to a public entity, may not award or perform work as a contractor, supplier, subcontractor or consultant under any Contract with any public entity, and may not transact business with any public entity.
