RFQ No. 19-11-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. - CCNA. <br />City of Sunny Isles Beach <br />|15 <br />PROJECT UNDERSTANDING & APPROACH <br />Phase II – Preliminary 60% Design <br />FINLEY’s Team will provide engineering services to design <br />the bridge, roadway improvements, elevators, stairs, etc. <br />During the design process, the Team will meet regularly <br />with the City to coordinate structural and aesthetic design, <br />budget, and schedules. The Team will complete preparation <br />of preliminary plans and construction cost estimates for <br />all aspects of the work. The 60% design review provides <br />the City with an opportunity to evaluate the aesthetics, cost <br />and schedule for the improvements at a point in the design <br />process where reasonable changes can be efficiently made <br />without significantly affecting the design cost and schedule. <br />Phase III – 100% Design <br />FINLEY’s Team will provide final construction drawings, <br />specifications, and bidding requirements. This phase of <br />design provides the City and the QA/QC peer reviewers <br />an opportunity to evaluate the complete construction <br />documents prior to bidding. The objective of this phase <br />is to minimize the potential for addenda or change orders, <br />and to ensure that the bid package meets the City’s budget <br />and objectives with respect to local contractor participation. <br />FINLEY’s integrated 3D BrIM approach will be used to <br />minimize quantity variation in the bridge materials. This <br />typically ranges between +/-5%, minimizing the cost risk <br />for the City. <br />PROJECT SCHEDULE & COST <br />CONTROL <br />Controlling cost is a process that begins in the programming <br />phase, refined during contract document preparation and <br />validated during construction. The project experience <br />section (in “Ability to Complete Projects on Schedule & <br />Within Budget in Section E of this proposal) demonstrates <br />FINLEY’s Team’s ability to deliver projects specifically <br />similar to this one within budgeted estimates. In many cases, <br />our team finds ways to meet tight budgets using innovative <br />solutions that allow projects to be completed for less than <br />programmed amounts. <br />At critical milestones within the design process, our team <br />formally validates the estimated construction cost based on <br />current design. The objective is to confirm project scope, <br />ensuring that quality and budget are in harmony. As the <br />design progresses, more detailed pricing information can <br />be gathered and costs for major components and materials <br />can be confirmed with manufacturers and suppliers. <br />FINLEY’s Team delivers confidence in the accuracy of <br />construction cost estimates with Enrique Espino, PE, one <br />of the nation’s premier construction cost estimators for <br />bridge/infrastructure projects. <br />The actual project schedule will be developed in mutual <br />agreement with the City as part of the initial phase of the <br />project and will reflect appropriate times constraints for all <br />components of the project. The constructability evaluation <br />to be completed during conceptual design will be used to <br />optimize the construction schedule in accordance with the <br />City’s budgetary goals. <br />D
