Amy Streelman – Cultural Resource Specialist
Ms. Streelman has documented and evaluated thousands of historic resources found throughout Florida, with
specific emphasis on resources in the South Florida region. Her expertise resulted in the development of project
methodologies and approaches meant to address the region’s unique challenges and architectural
characteristics. She has over 20 years of experience with CRM in Florida and has advanced knowledge of
Section 106, 36 CFR 800, Section 4(f), Chapter 267 F.S., and other federal and state laws and regulations as well
as the National Register of Historic Places criteria of eligibility. She has extensive experience identifying and
assessing the unique historic resources of the South Florida area, from the ornate Mediterranean Revival
homes of Coral Gables, to the simple vernacular buildings found in the Florida Keys, to canals, roadways, and
railroad corridors. Ms. Streelman has prepared over 300 Cultural Resource Assessment Survey (CRAS)
documents that have been approved by all regulatory agencies and the State Historic Preservation Officer
(SHPO). She has prepared numerous reports for projects involving NRHP-listed or NRHP-eligible resources such
as bridges, historic districts, and roadways.
Kathleen Hoffman – Cultural Resource Specialist
Dr. Hoffman is an expert in 36 CFR 800, Section 106, Section 4(f), Chapter 267, F.S., Chapter 872, F.S., and other
federal laws and regulations, and has directed or managed more than 400 cultural resource projects. Her
archeological and cultural resource management experience spans a period of 39 years and is strongly rooted
in a practical and solution-oriented approach. She represents clients in meetings with regulatory agencies and
has testified in front of historic preservation commissions and boards, municipal zoning and planning boards,
and the Governor of Florida’s staff regarding cultural resources and proposed changes in state preservation
law and agencies. She also has experience negotiating the complex host of state and federal laws and the need
to make decisions mutually beneficial to all parties. Dr. Hoffman consistently works with federal and state
agencies to develop cultural resource policies and procedures and is a recognized expert in Native American
consultation. She helped the Department develop the District Six Cultural Resource Identification tool, which
served as the prototype for the Environmental Screening Tool. For the Krome Avenue PD&E Study, she assisted
with establishing contacts and setting up the initial meetings with representatives of the Miccosukee Tribe
after concerns were expressed about impacts to Miccosukee businesses at the intersection of Krome Avenue
and Tamiami Trail. She has written numerous cultural resource reports as well as the cultural resource sections
for Major Investment Studies, Draft Environmental Impact Statements, Final Environmental Impact
Statements, Project Development Engineering Reports, Project Development Summary Report, Environmental
Reports, State Environmental Reviews, Implementation Plans, Mitigations Plans, Unanticipated Finds Plans,
and Treatment and Strategy Plans. She has also helped FDOT with integrating cultural resources into
scheduling, preparing presentations, training, curation, significance evaluations, and the development of
avoidance alternatives and appropriate mitigation strategies.
E-69
