ORDINANCE NO. 2020 - SS-3 <br /> AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF <br /> SUNNY ISLES BEACH, FLORIDA, AMENDING ORDINANCE NO. 2019- <br /> 540; APPROVING BUDGET AMENDMENT NO. BA1920-01 TO THE <br /> CITY'S OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR <br /> THE 2019-2020 FISCAL YEAR - GENERAL FUND, STREET <br /> MAINTENANCE & CONSTRUCTION FUND, BUILDING FUND, <br /> PUBLIC ART TRUST FUND, CAPITAL PROJECTS FUND, <br /> STORMWATER FUND AND STORMWATER CAPITAL FUND; <br /> AUTHORIZING THE CITY MANAGER TO DO ALL THINGS <br /> NECESSARY TO IMPLEMENT THE TERMS AND CONDITIONS OF <br /> THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE. <br /> WHEREAS, in accordance with Sections 200.065 and 166.241, Florida Statutes and the <br /> City Charter, the City Commission adopted the Budget for Fiscal Year 2019-2020 (the"Budget") <br /> by Ordinance No. 2019-540; and <br /> WHEREAS, the City's Finance Director has determined a need to amend the Budget for: <br /> (1) Unaudited fund balance carryovers from the prior fiscal year, (2) purchase order carryovers <br /> from the prior fiscal year and other minor expenditure appropriations, (3) transfers from the <br /> Human Resources budget to the Police Department budget for Police/PBA step plan raises <br /> effective 10/01/19, (4) health insurance reductions due to no premium increases for the March <br /> 2020 renewal year and funds from the Human Resources budget will be transferred to the <br /> respective Department budgets for salary adjustments due to the Mercer compensation study, (5) <br /> Appropriation of$1.0 million from fund balance in General Fund to Public Art Trust Fund, (6) <br /> transfers of $2.2M from other capital projects to the utility undergrounding project, and (7) <br /> individual capital project carryovers from 09/30/2019 to 10/01/2019.; and <br /> WHEREAS, the City Commission has determined that it is necessary to amend the <br /> Budget, as set forth in Exhibit "A", based upon the review and analysis provided by the Finance <br /> Director. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE <br /> CITY OF SUNNY ISLES BEACH,FLORIDA,AS FOLLOWS: <br /> Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby <br /> ratified and confirmed as being true and correct and are hereby made a specific part by this <br /> Ordinance upon adoption hereof. <br /> Section 2. Budget Amendment. The Budget for Fiscal Year 2019-2020 adopted by <br /> Ordinance No. 2019-540 is amended as Amendment No. BA1920-01 to reflect the revisions in <br /> Exhibit "A". All other terms and conditions of Ordinance No. 2019-540 not otherwise amended <br /> by this Ordinance shall remain in full force and effect. <br /> Section 3. Authorization of City Manager. The City Manager is hereby authorized to take <br /> all actions necessary to implement the terms and conditions of this Ordinance. <br /> Section 4. Effective Date.
