F.Firm References and Similar Work Completed <br />Proposer’s Experience <br />ECS Group is committed to effectively and efficiently performing the services outlined in the following work <br />categories: <br />9. ENVIRONMENTAL ENGINEERING <br />With extensive educational and professional experience, ECS Group has expertise in plant and wildlife identification; <br />coastal and upland inspections; environmental planning, designing, permitting and bidding; technical report writing; <br />environmental and mitigation assessments; understanding and applying the rules and regulations of local, state and <br />federal agencies; and monitoring and compliance assessments during construction phases. The number of years of <br />experience range from 14 to 27 years with the firm’s principal and project manager for this contract having 17 years <br />of experience. The below projects are just a few examples that display the plenitude of services provided and further <br />enhancement of skills: <br />Avenir - Conservation Area, Palm Beach Gardens, FL: ECS Group conducted multiple reviews of the <br />Conservation Area Management Plan (CAMP) and compared them to previous CAMPs and supplemental <br />documents; reviewed the memorandums from the developer’s consultant that were prepared in response to the <br />comment memos provided by the City of Palm Beach Gardens from ECS Group; and reviewed the multiple CAMP <br />revisions and compared them to the language documented within the South Florida Water Management District <br />Individual Environmental Resource Permit No. 50-102081-P and the Activity Schedule. Field visits were conducted <br />with the City and the developer’s consultant to review the natural areas prior to restoration and progress made within <br />Phase 1 of the Conservation Area during restoration. The inspections included visiting and discussing all <br />habitats/restoration types located within all natural areas specifically the Phase 1 area; and assisting the City with <br />effective oversight of the restoration work provided by the developer’s consultant. <br />Due Diligence Report- Miami-Dade County, FL: ECS Group collected and reviewed background data including <br />aerial and LIDAR imagery; and conducted a field visit to document observations of occurrence or habitat of protected <br />species and map approximate boundaries of jurisdictional wetlands for the potential buyer. A report was prepared <br />which included narrative text, tabular species list, graphics, GIS maps (collection, mapping and analysis), permitting <br />requirements and recommendations for site planning and development. <br />Darnall Environmental Assessment - Monroe County, FL: ECS Group conducted a field visit to ascertain the <br />absence or presence of mangroves and seagrasses within the project area. The type, location and percent cover of <br />the species were documented. A report was prepared which included narrative text, graphics, tables of species <br />locations, a GIS map (collection, mapping and analysis) of seagrass locations and permitting requirements. <br />Angler’s Club Breakwater: Benthic Survey, Coral Relocation and Monitoring, Key Largo, FL: Conducted a <br />coral survey on a ¼ mile long breakwater to determine environmental impacts associated with the project and <br />relocated corals prior to construction. As project manager for Phase II, Ms. Magrino led in the coral relocations and <br />seagrass avoidance, conducted monitoring and construction compliance inspections and prepared environmental <br />assessment/progress reports. In 2019, another riprap segment in a residential area was repaired. Ms. Magrino also <br />led the coral pre-construction survey, coral relocations, seagrass avoidance, coral monitoring and prepared a post- <br />construction and coral relocation report. <br />Arazoza: Tree Assessment - Sunny Isles Beach, FL: ECS Group conducted a tree assessment for recently <br />installed trees at a new development and prepared a report for the client. <br />Page 32
