Proven solutions <br />Responsive and dependable performance <br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA) <br />D-1 <br />Project Approach <br />Project Understanding & Background <br />The City of Sunny Isles Beach owns, operates, maintains, and manages an extensive stormwater network of pipelines and <br />pump stations to serve the residents of Sunny Isles Beach. We understand that the City is continuing its efforts to improve its <br />facilities with added emphasis on roadway and drainage improvement, stormwater wells to pressurized wells by adding pumps, <br />and other Civil Engineering projects, which may include roads, bridges, pipelines, and structural components of buildings. The <br />City’s priorities are clearly presented in current system management plans and budget documents, and the City relies primarily <br />on consulting engineering firms, organized as teams of primes and subconsultants, to assist in its work of facility management, <br />maintenance and capital project implementation. <br />CES has assisted other cities through similar continuing services agreements since its formation 20 years ago. We understand the <br />need to work closely with City staff to understand utility needs, schedules, and budgets, especially as they relate to continuity <br />of service within limited budget and schedule conditions. CES’s proposed lead project staff—Principal-in-Charge Rudy Ortiz, <br />PE, CGC, Project Manager Jose Caraballo, PE, Gustavo SIlva, PE, Assitant Project Manager, QA/QC-Technical Advisors Dave Hoot, <br />PE and Blake Guillory, PE, D.WRE and Construction Managers Bud Goblisch, PE and Ernest Cano have provided similar services <br />throughout Miami-Dade County and to other Florida utilities and municipalities. CES understands the need for responsiveness <br />and how to work closely with City staff to realize the special needs of short-duration, small to medium sized projects. <br />CES has grown these past 20 years by remaining specialized in Municipal Civil Engineering—primarily utilities—with our work <br />being almost exclusively city, county and associated public agency work. By reference to the City’s Scope of Services, we <br />understand that probable project assignments will likely include an array of projects and services related to our primary skill <br />set, to include: <br />»A full range of municipal projects including the <br />improvement of city facilities, utilities and roads <br />»Structural evaluations buildings <br />»Hydraulic analysis and feasibility reports <br />»Master planning and conceptual development <br />»Project design, design drawings and cost estimates <br />»Project scope development for formally solicitations and <br />other contractual services; and <br />»Permitting and planning assistance <br />»Engineering services during construction and CEI <br />CES’s approach and team structure are designed to ensure <br />quality and timely delivery of these services to the City, the <br />public, stakeholders, and residents. <br />Overall Approach <br />CES has prepared this project approach and methodology <br />specifically for the City based on our understanding of the <br />City’s issues, challenges and requirements expected of the <br />probable projects. As demonstrated throughout this SOQ, the <br />CES Team has the unique experience, resources, knowledge <br />of the potential projects’ scopes, and available personnel, <br />to provide all required services for this continuing service <br />contract.
