E-4Proven solutionsResponsive and dependable performance <br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA) <br />CEI Solutions <br />The CES Team offers technically sophisticated, applicable, <br />and practical solutions to every facet of this contract. The <br />CES Team has extensive experience with design, permitting, <br />construction, and construction management services, as well <br />as inspection and construction certification. Our professionals <br />have partaken in the performance and management of the <br />fast-track design, permitting, and construction of the largest <br />capital and consent decree programs and projects in Florida <br />since the early 1990s, and we have never missed a deadline. <br />Our staff has also performed Construction Inspection and QA/ <br />QC on several school board projects in Dade, Broward, and <br />Palm Beach Counties and has had the opportunity to provide <br />construction inspection services, amongst others, for several <br />Miami-Dade County sports and entertainment complexes, <br />such as the American Airlines Arena, the Marlins Stadium, and <br />the Performing Arts Center. <br />As evidenced throughout this SOQ, the CES Team brings a <br />strong portfolio of construction inspection experience, with <br />similar multi-disciplinary engineering projects. In addition to <br />the included Project References, a few recent CEI project types <br />include: <br />Neighborhood Water & Wastewater <br />Infrastructure <br />CES has provided turn-key Engineering and Construction <br />Management Services for Neighborhood/ROW Improvement <br />projects such as the East Miramar Redevelopment Transmission <br />and Distribution Water Main project, the Miami Dade County <br />Shenandoah Neighborhood Improvement project, and the <br />City of Fort Lauderdale’s Waterworks 2011 Neighborhood <br />Program. As the Engineer of Record, Construction Manager <br />and/or Engineering Inspector for these high-profile <br />Neighborhood Improvement projects, CES managed all <br />aspects of the construction while coordinating activities with <br />respective clients. <br />CES also provided extensive project controls services, including <br />but not limited to scheduling and estimating services, value <br />engineering, recurrent status reports to advise the client <br />on the progress of construction, and field observations <br />with daily reports, including dispute identification and <br />resolutions with Contractor. CES field experts have provided <br />Construction Engineering and Inspection on all phases of <br />construction, from field observations and documentation to <br />logging, reviewing and distributing shop drawings, reviewing <br />RFI/RPC/Change Order documentation, preparing written <br />responses to Contractor and Client-initiated RFIs, preparing <br />written Requests for Proposed Changes (RPCs), and reviewing <br />supporting documents and quotations provided by the <br />Contractor. <br />CES has always worked cohesively with clients managing <br />project milestones and substantial completions while <br />conducting meetings with the Contractor and Owner’s staff <br />to review the Contractor’s as-built drawings for completeness <br />based on observed work, field directives, RFIs, RPCs, and <br />Change Orders to the contract, and project close-out including <br />spare parts, equipment maintenance manuals and training, <br />start-up and commissioning, and permit close-out. CES has <br />also been responsible for determining the status of substantial <br />completion and providing written certificates of substantial <br />completion for portions of the project that are determined to <br />be substantially complete.
