REQUEST FOR QUALIFICATIONS NO. 20-07-01 <br />CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br /> <br /> <br /> <br /> <br />TAB D: PROJECT APPROACH AND UNDERSTANDING <br /> <br />Plan Review Services Including Plan Review Per F.S. Chapter 177 <br />We are currently the plat reviewing surveyors for a number of cities in South Florida. We have <br />developed a simplified checklist that mirrors Florida Statutes, Chapter 177, Land Boundaries Platting <br />Law. We have also prepared checklists for each City that directly corresponds with the specific <br />platting code in the Code of Ordinances. These checklists made available to the owner and/or <br />developer (plat applicant) at their initial meeting with the City greatly increases the completeness <br />and consistency of preliminary and final plats thereby saving time and costs for both the City and <br />platting client. In conjunction with the checklists, we also prepare red-lined mark-ups of the plats <br />during the office review and field check of monumentation of the plat boundaries. The documents <br />are all then scanned and emailed to the City and if desired, directly to the platting surveyor thus <br />reducing the paper trail and time it takes to complete the plat process. <br />G.I.S. <br />Mr. Richard D. Pryce, P.S.M. will act as the overall <br />GIS Coordinator and be the main point of <br />contact. Mr. Nicholas Messina, P.S.M will be <br />assigned to this Project. The surveyors/GIS <br />specialists have the responsibility of overseeing <br />the individual GIS projects assigned to them from <br />start to finish. They will report to Mr. Pryce on a <br />daily and/or weekly basis depending on the size <br />and scope of the project. They will keep track of <br />the budget, the scope and the timeframe to <br />ensure each project is completed and delivered <br />to the client in an efficient and timely manner. <br />They will keep the GIS coordinator & project <br />manager informed on any issues that may come up during the course of performing the GIS survey <br />so that whatever the issue is, it can be resolved quickly to prevent any delays. The Professional <br />Surveyors and Mappers acting in their GIS capacity are also t he ones that are taking ownership and <br />responsibility in regard to the quality and pride of the GIS work performed. <br />Craven Thompson’s Survey/GIS Department and the project manager will work closely with the City <br />staff on projects to identify the GIS scope and details. Mr. Pryce and his staff have the background, <br />experience, and training in all types of surveying, mapping, GIS and LiDAR (Aerial, Terrestrial, and <br />Mobile) to assist the City as much or as little as the City would require on any type of survey ing and <br />mapping or GIS project by providing a clear line of communication in getting things accomplished <br />efficiently and cost effectively. <br />Craven Thompson will prepare a written proposal describing in detail the goal, the scope, the <br />procedures, the equipment, the standards (Florida Administrative Code Rule 5J-17 – Standards of <br />Practice for Surveying & Mapping), the timeframe, the approximate delivery date and the proposed <br />cost. <br />Subsurface Locates and G.I.S. Mapping Approach <br />The project manager/GIS coordinator will coordinate all projects with the City and decide which utility <br />subcontractor will be used for the specific project scope.
