<br /> <br />CITY OF SUNNY ISLES BEACH <br />CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br />RFQ No. 20-07-01 <br />Schedule, Budget and QA/QC Process <br /> <br />Biscayne Engineering Company, Inc. (BE) is committed to providing the highest value to the City of Sunny Isles <br />Beach. We always look for solutions that extend budget dollars. We will work together with the City to reduce <br />overall cost of each project and seek out innovative and cost-effective solutions for all Projects. <br /> <br />We strive to develop a budget that is as cost conscious as possible. We do not do this by cutting corners (and we <br />must ensure success of both the City and BE): we do this by taking time to develop what we believe is an intelligent <br />approach to completing the work. This may involve spending a little time at the outset to develop a comprehensive <br />work plan with our crews, to eliminate unnecessary return trips. It may also involve some extra training on <br />specialized software in the office to ensure our whole team works like a well-oiled machine. <br />BE establishes daily goals. These results are reviewed each day with the Project Manager, CAD Manager and Field <br />Crew Supervisor for every job. The status of project budgets is updated daily and reviewed by Mr. Bartholomew <br />each morning. As work progresses, weekly cost and schedule updates are given to him to avoid overruns. Project <br />schedules are developed, tracked, and shared using scheduling software. <br /> <br />Weekly staff meetings are held to review the progress of every job undertaken, so that resources are allocated to <br />improve efficiency, reduce costs, and/or get back on schedule when weather or site conditions negatively affect <br />a particular project task. Open communication is encouraged so that all options are considered for project <br />improvement and for maintaining employee morale; making sure that anyone with a creative or innovative <br />suggestion is heard. <br /> <br />“Good enough” should never be the standard!. QA/QC applied to both ourselves and our team members is part <br />of the fabric of Biscayne. A well-designed QA Plan puts in place a structure that establishes desired goals, and a <br />good QC Plan will confirm that our deliverables (and the deliverables of our Team members) have met these goals. <br />While no two projects are exactly alike, we have outlined key components of our QA/QC program: <br /> <br />Examples of QA Steps: a) Develop Project Plan b) Develop In-house schedule c) Develop Safety Plan d) Regular <br />training in Equipment/Software e) established Company standards in redundancy, accuracy f) Equipment <br />Calibration g) Weekly Staff Meetings h) Professionals Manage all phases of work <br /> <br />Examples of QC Steps: a) Redline Field Notes b) Utilize Standards of Practice, Biscayne’s c) Document Backsight <br />checks d) Enforce City Standards e) Redline Drawings f) Prepare Title Search Review Report g) Check R/W Maps <br />vs. Plans h) Independently Plot Legal Descriptions i) Independently check R/W Area Calculations <br /> <br />BE will ensure that our resources are managed and used efficiently. Mr. Bartholomew maintains the same high <br />expectations of our in-house staff, particularly with respect to quality and schedule. Goals will be established, and <br />milestones will be set prior to commencing work. Prior to making a submittal to the City, Biscayne Engineering <br />Company, Inc. will perform an independent peer review to ensure the highest quality. QA/QC is part of the <br />structure of BE. A well-executed plan maximizes quality, shortens schedules and lowers costs. Biscayne’s <br />formidable Team will address the City’s needs (in terms of both quantity and quality). The City of Sunny Isles <br />Beach will work with BE, and BE will manage its team. <br /> <br /> <br />29
