As a professional coastal engineer, Harvey possesses expertise in coastal <br />planning, beach management, and waterfront development. Harvey has a reputation for providing a business-oriented approach <br />to engineering solutions, with decades of planning, designing, and implementing numerous coastal/waterfront development <br />projects throughout Florida and the Caribbean. Harvey has been involved in all aspects of coastal/marine projects, including <br />project design, engineering analysis, environmental permitting, and the legal, political, and managerial elements of project <br />implementation. Harvey has led teams for a number of public projects, including the Coastal Inundation and Economic Vulnerability <br />Study for Bal Harbour Village, which was made possible through a grant funded by the Florida Department of Environmental <br />Protection’s Resilient Coastlines Program, acquired by Coastal Systems. <br /> <br />With extensive experience and expertise in coastal planning, he understands the significance of resilience, feasibility, construction <br />costs, public outreach, and economic assessment relative to engineering design – especially in light of ever-increasing challenges <br />associated with climate change and sea level rise. His years of experience within the coastal environment has allowed him to serve <br />as a speaker at the 2019 Florida Climate Change Compact, addressing Resiliency and Economic Impacts of Climate Change. <br />Harvey is routinely incorporating resiliency and sustainability elements into his projects. Harvey was part of the team collaborating <br />with the City of Miami Beach on their Historic District Resiliency & Adaptation Guidelines, providing his coastal engineering <br />expertise, predicting flood impacts from hurricane storm surge, sea level rise and rainfall flooding under present and future <br />conditions. His interest in economics and financing complements his coastal engineering design capabilities when making critical <br />development decisions during a project’s early stages.
