For the Lincoln Park Project, GBTS prepared a Phase I Environmental Site Assessment, an EPA-required Quality Assurance Project
Plan (QAPP), and a Preliminary Phase II Environmental Site Assessment. Expanded soil and groundwater assessment and
consideration of a feasibility study and risk assessment were conducted in 2001 and 2002. GBTS served as a liaison between C FL,
FDEP and community activist groups who were concerned about public health issues. Based on GBTS’s research and advice, the
park was closed to public access, and negotiations conducted with FDEP to develop a Risk-Based Corrective Action (RBCA) closure
solution. GBTS prepared a Conceptual Remedial Action Plan in 2003/2004, whi ch was approved by the FDEP. The protective cap
was installed and the Park redesigned and reopened. Subsequently, GBTS completed the assessment of the former Trash Transfer
Station site and adjoining Durrs Neighborhood, and implemented a remediation/cappi ng project in the adjoining right-of-way and
on two residential properties. GBTS is the process of implementing the long -term groundwater monitoring plan, assisting the City
Attorney’s office with drafting Restrictive Covenants, and providing technical as sistance for potential litigation.

For the Linear Park Project, GBTS conducted a Limited Phase I ESA and Environmental Inventory for the commercial properties
located along the FEC Railroad corridor. The findings were presented in a GIS-format, which were used to help design the footprint
of the proposed Linear Park. The remaining grant funds were used for several other Limited Phase I ESA/ Environmental Inventory
Studies throughout the Brownfields Area, with findings presented in a GIS format. Addition ally, GBTS subcontracted Dickey
Consulting to manage the Environmental Justice portion of the Brownfields Pilot Grant.
