PROJECT APPROACH AND UNDERSTANDING <br /> <br />CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING <br />COASTAL PROTECTION ENGINEERING LLC | PAGE 4 <br /> <br /> <br />Maintenance of the protective and recreational properties of Sunny Isles Beaches are of primary <br />importance to the City. Although the City has not conducted their own beach nourishment project in <br />recent history, there is an ongoing need to review plans for potential projects by USACE, Miami-Dade <br />County, and private entities who propose to change the City’s coastlines. As the City’s coastal engineering <br />consultant, CPE would be able to review these plans and provide recommendations that are in the best <br />interest of the City. If we are honored to be awarded this contract, CPE will faithfully serve as the City’s <br />coastal consultant and will be responsible for the study, permitting, design, construction oversight, and <br />monitoring of City-sponsored coastal engineering projects that the City decides to undertake. <br /> Method of Approach <br />CPE’s structure as a boutique coastal engineering company comprised of industry experts provides the <br />City with the right team to execute and deliver coastal engineering projects. The City can contact Mr. <br />Pierro and Dr. Robertson at any time to request input on scopes of work and cost proposals for coastal <br />engineering, peer review, environmental studies, and geotechnical services. They will coordinate the <br />appropriate group of CPE staff to successfully prepare and execute the scope of work. Mr. Pierro will <br />oversee all tasks, with Ms. Brenner leading engineering tasks, Dr. Robertson leading geotechnical and <br />shoreline change studies, Ms. Buck will lead all permitting and environmental tasks, and Dr. Benedet will <br />lead oceanography and modeling tasks. <br />Based on the Scope of Services for the Environmental Engineering category of this RFQ we have the <br />following approach to the tasks the City may require from a coastal standpoint under this contract: <br />Coastal Engineering Project Review <br />The vast experience of CPE’s staff in successfully delivering coastal engineering projects provides us with <br />the necessary tools to review coastal engineering projects and ensure those projects are designed and <br />executed in the best interests of the City of Sunny Isles Beach. The City’s beaches have been recently <br />nourished using a combination of public (USACE) and private truck haul projects. CPE is prepared to review <br />future nourishment projects and leverage our experience to produce a beach nourishment program that <br />is an asset to the City. <br />E ngineering, Design and Reporting <br />Engineering design work may be required for future truck haul projects or structural installations to <br />support the coastal program. If a need is identified based on data collected during physical monitoring <br />surveys, CPE will directly support the engineering, design, and planning of nourishment and structure <br />construction. Project design work performed by our coastal engineers will take into consideration the <br />performance of the previous projects and modeling to maximize nourishment longevity and cost savings. <br />We understand and address the need to plan and permit projects to include flexibility and cost efficiency, <br />providing sand source options and construction methods. We will use our engineering expertise, <br />geotechnical knowledge, and comprehensive understanding of regulatory requirements in the State of <br />Florida for the betterment of the program in designing projects that meet the needs of the City. <br />Geotechnical Services <br />CPE’s marine and coastal geologists can also be engaged to permit new sand sources in coordination with <br />our engineers and biologists to ensure that only high quality and beach compatible sand is placed on City
