She holds a Master in Urban and Regional Planning from FAU. Mrs. Gould has also written evaluation and appraisal reports, <br />comprehensive plans and zoning and land development codes. She is experienced in writing form- based codes and transit-oriented zoning <br />codes. As the Planning Department Director for Calvin, Giordano & Associates, she acts as the Director of Development Services for the City <br />of Weston and the Town Planner for North Bay Village. Present site plans and permits to the Design <br />Review Board, which analyze architectural and design standards in completing the review. Complete development reviews including site <br />plans, plats, variances, special exceptions, land use plan amendments and rezoning applications. Prepare all staff memorandums and <br />present the items to the Planning and Zoning Board and the Town Commission. <br />2006 - 2020 <br />Surfside Zoning Code <br />Surfside, Florida <br />CGA prepared a form based inspired code for the entire Town, where a strong relationship was built between building heights and land <br />uses. The focus of the community was to protect the character of the 1 and 2 story residential areas. While the Town wanted a form base <br />approach, they also wanted to maintain control of more conventional zoning parameters, such as setbacks.
