RESPONSE TO REQUEST FOR QUALIFICATIONS FOR <br />Continuing Professional Consulting Engineering Services-Environmental Engineering <br /> #BID 20-07-01 <br /> <br />2 <br />Prime Proposer / Contact Information-Local Principal Point-of-Contact <br />GBTS’s designated local Project Manager and Principal-Point-of-Contact for the City is <br />Mr. Craig C. Clevenger, PG. Table 1. above includes all contact information for Mr. <br />Clevenger. Mr. Clevenger is a Florida-registered Professional Geologist with over 30+ <br />years of experience in the environmental consulting field involving the management of <br />Real Estate Due Diligence Assessments (Phase I and Phase II ESAs); Contamination and <br />Site Assessments (including characterization and delineation of soil and groundwater <br />impacts); design and implementation of remedial and monitoring systems; the <br />preparation of professional CAP, CAR, SAR, RAP and MOP reports; RBCA Risk Assessments <br />and Feasibility Studies; Expert Witness Testimony; Brownfields, and associated regulatory <br />agency contact. Mr. Clevenger manages the Hazardous Substance Practice Area Division, <br />which includes due diligence assessments, expanded site assessments, design / remediation of impacted sites, and <br />Brownfields Redevelopment consulting. <br />Mr. Clevenger worked within City of Miami’s Department of Economic Development in 2004, during which he <br />prepared the amendment for the City Commission to approve expansion of the designated Brownfields Area, and <br />prepared applications for Environmental Protection Agency (EPA) Brownfields Grants. Based on Mr. Clevenger’s <br />direct efforts, the EPA awarded the City of Miami a $400,000 Brownfields Assessment Grant (Little Haiti Area), and <br />two $200,000 Brownfields Remediation Grants (Model City Trust petroleum sites). In addition, Mr. Clevenger secured <br />Targeted Brownfields Assessment grants from the FDEP on two privately-owned Brownfields Sites (Tallahassee RI, LLC <br />Brownfields Site, and A, R & J SOBE, LLC Brownfields Site). Therefore, GBTS has a unique perspective on the needs of a <br />governmental agency, and private stakeholders, with respect to applying for, securing, and managing state and <br />federal grants, and structuring / facilitating private / public partnerships. <br />Key Points of our Services Understanding the Work <br />Based on our review of the RFQ, we understand that the City will require general types of professional environmental <br />engineering services related to the continuing contract. Our combined Team has this extensive experience and are <br />prepared to address all the City’s needs as requested. The following will define the services our Team believes will <br />best meet the criteria of the City’s Scope of Work. <br />Phase I, II and III Environmental Site Assessments are performed by a team of e xperienced environmental specialists <br />and under the supervision of Environmental Professionals (and licensed professionals when required) to assure <br />accurate, high-quality deliverables. GBTS has extensive experience in the environmental consulting industry a nd <br />provides services to a wide range of clientele, including local, state, and federal government agencies, military <br />services, and private individuals / corporations.
