Page 6 <br />Section D <br />Master Consulting Engineers, Inc. <br />Extreme Engineering | Incredible Results <br />In most task orders involving Structural Engineering, the <br />process will include: <br />• Preparation & Completion of the design program for the <br />space requirements and relationships <br />• Schematic Design (30% stage) <br />• Design Development (60% stage) <br />• Draft Contract Document (90% stage) <br />• Final Contract document (100%) <br />• Assistance of bids review (if requested) <br />• Recommendation for contract award (if requested) <br />• Inspection during construction <br />• Process of shop drawings and RFIs <br />• Review/ recommend approval of contractor’s invoices <br />• QA/QC <br />Method of Approach <br />MCE’s approach to the management plan is one that <br />has proven successful with most projects. MCE has a <br />keen understanding of the many challenges that can be <br />encountered in a design environment and places a high <br />emphasis on developing approaches for every project. <br />MCE knows the importance of providing quality <br />work that the municipality expects, starting with the <br />delivery of a comprehensive management system <br />and procedure. Our approach is categorized into general <br />phases: <br /> ①Information Gathering “Kick- Off Meeting” <br />Concept, scope, objectives, approach and justification <br />of the project are properly defined, agreed and <br />communicated among all team members. Once the <br />NTP is issued, a site visit and data collection on the <br />project will start to formulate. <br />MCE will begin with a collaborative meeting involving <br />all of the City/County’s representatives and team <br />members to understand the context and influences <br />on the project and to communicate these for review <br />and discussion. Specific lines of communication will <br />be established and all pertinent information will be <br />discussed, such as who will be communicated with on <br />a regular and consistent basis by providing a point of <br />contact from MCE and generating a specific team email <br />for the City/County. <br />Prior to commencement of work our team will <br />perform a brief site analysis to address any possible <br />program/permitting issues. This task could entail site <br />visits, review of existing utility and property data and/ <br />or aerial photo analysis. Typically, MCE performs a <br />detailed analysis and assessment after completing the <br />Survey task. <br /> ②Setting Goals and Realistic Timelines <br />Management-level planning maps out an overall <br />management plan from which resources, acquisitions <br />and sub-contracts can be identified, costed and put in <br />place. At this stage, many of the detailed management <br />processes will be defined and instigated. Quality <br />requirements and approaches will be defined and <br />agreed during the project start-up. Contingency plans <br />and avoiding action will be defined as appropriate. <br />MCE will have an effective team nurtured through <br />appropriate initiation, training, and communications. <br />Additionally, MCE recognizes that each task order has <br />unique aspects that may require special QA/QC needs. <br />Prior to beginning any task order MCE will evaluate <br />the task and if necessary modify the QA/QC plan to <br />ensure that all aspects are covered. <br />MCE’s overall goal is to produce cost effective, <br />environmentally conscious, and timely solutions <br />to improve quality by providing the best and most <br />efficient facilities. <br /> ③Budget for Surprises <br />MCE creates a detailed and accurate forecast of the <br />total anticipated costs. The cost control begins with <br />defining the clients program requirements,analyzing <br />the project budget, and aligning both. MCE takes <br />every aspect of a project into consideration and <br />consults with others who will be involved, and <br />calculates the figures down to the last penny to create <br />a timely budget. <br /> ④Design Reviews “QA/QC” <br />Communication and coordination are essential <br />components of a successful project. Review of our <br />Design Documentation is conducted at each 50, 75, <br />95, and 100% status point by the Principal in Charge, <br />comparing the existing documentation with the <br />requirements and expectations articulated in our <br />Project Performance Checklist. <br />All of MCE’s submittals will undergo a rigorous QC <br />review by an independent principal before leaving <br />the building. Quality Control is a daily process, where <br />engineering analyses, designs and plans are checked <br />as the work progresses, not at the submittal stage
