Project Approach and Understanding This proposal describes RJ Behar’s approach to Continuing Engineering Services (task work order) contracts to provide Civil Engineering, Structural Engineering and Construction Engineering and Inspection services. Our firm provides similar services to governments agencies such as: Florida Department of Transportation, South Florida Water Management District, City of Miami, City of Hialeah, City of Coconut Creek, Town of Davie, Miami-Dade County, and Palm Beach County. We have developed procedures and spreadsheets to track and manage the assigned tasks. We provide monthly progress reports of each task with all information and issues that may affect schedules. In order to accomplish these objectives, RJ Behar will: • Assemble a Project Team whose experience specifically matches the services requested in the scope of work. • Adhere to our in-house quality assurance program. • Establish a project schedule, which is to be monitored by the Project Manager. • Maintain strict coordination within our in-house staff, the City’s staff, utility companies, and the permitting agencies. • Identify project issues by scheduling field reviews, a kick-off meeting and begin data collection early in the project. • Maintain a pro-active management philosophy and minimize the City’s involvement throughout the project. Continuing Engineering Services contracts can vary in type, sizes, and scope. We are prepared to be responsive and flexible in meeting the City’s requirements and schedules and commit all of our resources to achieve this goal. For this contract, we have assembled a comprehensive team of experts who will be available to provide any service, from planning and detailed design to construction inspection. Our project approach will be as follows: 1. The Principal-in-Charge is responsible for the overall successful completion, in terms of quality, timeliness, and budget. Mr. Robert J. Behar will serve as Principal-in-Charge. He is the firms’ president and is involved in every company project. 2. Our project manager, Ms. Paola Riveros, PE, is a Professional Engineer registered in the State of Florida with 19 years of experience in these types of projects. The project manager is responsible for the preparation of the scope of services, procedure, staffing, work plan, schedules, estimated fee, and will have direct responsibility of the task completion. 3. As the task/assignment is identified and the City requires our services, the team will be assembled for the specific task. The team will include those disciplines required to the successful completion of the task. 4. Each Task Order shall include: a detailed description of the work to be performed; a schedule of completion (including phases) for the work authorized; and the amount and method of compensation. The Task Orders may contain additional instructions or provisions specific to the authorized work for the purpose of expanding upon certain aspects of the Contract pertinent to the work to be undertaken. 5. After approval from the City of the scope and work plan, RJ Behar will proceed with the project development and preparation of deliverables. 6. Each deliverable will be subject to a comprehensive quality control review in accordance with our Quality Assurance/Quality Control (QA/QC) program. Since the projects that will be assigned under this contract are unknown, our approach is essentially to provide the City with a comprehensive team of experts who will be available to provide any service, from planning and detailed design to construction administration. We are aware of the need to be responsive, cost effective and to provide innovation.
