A.EXPERIENCE AND QUALIFICATIONS OF THE FIRM Javier E. Bidot & Associates (JEBA) is a land surveying, hydrographic, and utility mapping firm with office in the Municipality of Caguas, Puerto Rico, and a branch office in Boca Raton, Florida. The present response is based on the Boca Raton branch office as the primary location for services to be performed under this contract. JEBA is a small business concern, DOT certified as a Disadvantaged Small Business (DBE), and HUBZone certified. JEBA is also a Florida Certified Minority Supplier, a South Florida Water Management District Certified Small Business Enterprise and has been certified as Disadvantage Business Enterprise through the Florida Unified Certification Program. JEBA, is admitted to the practice of Land Surveying and Mapping in the State of Florida as Licensed Business #LB8193, and is also Puerto Rico Professional Services Corporation No. 921CP. In the last 23 years, JEBA has catered to federal, state and municipal government organizations and the private sector for large scale infrastructure, transportation, utilities, topographic and engineering surveys. JEBA’s compliance with expertise requirements for this contract are substantiated on the resumes of in- house and subconsultant key persons, on Section E of this SF-330. The breadth and depth of the JEBA’s team expertise is documented on Section F, of this present SF-330, as well as below. 1.Boundary Surveys JEBA has vast specialized experience in performing legal boundary surveys and producing cadastral maps and is highly qualified to provide these types of surveys for the City of Miami Beach. JEBA’s principal, Javier Bidot, a licensed professional surveyor in Puerto Rico, Florida, New York and USVI, has been issued contracts as expert witness in boundary cases by the US Department of Justice, Environmental and Natural Resources Division, and by the US Department of Justice, US Attorney’s Office, Civil Litigation Division, which attest as to the qualifications, solid track record and specialized experience in performing legal boundary surveys and producing cadastral maps of its team. (Contracts #DJJ-14W-ENR01-0053, and 15JA69-18-PR-042) The US Fish and Wildlife Service awarded JEBA a 5-year, 5 MM contract # 401816D005 for surveying services, and as recently as 2017, after the completion of the contract it had issued task orders for two legal boundary surveys and consulting cases.
