BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost.) <br /> <br />E Sciences is employed by the FDOT District Four to provide NPDES stormwater <br />permit implementation and compliance services. FDOT District Four is located in South <br />Florida and includes five counties: Broward, Palm Beach, Martin, St. Lucie and Indian <br />River. The NPDES program throughout the U.S. divides the program into either Phase <br />I – areas with large MS4s, generally serving populations of over 100,000, and Phase <br />II – MS4s serving populations under 100,000. District Four has both Phase I areas <br />(Broward and Palm Beach Counties) and Phase II areas (Martin, St. Lucie and Indian <br />River Counties – collectively known as the Treasure Coast). <br /> <br />Services provided by E Sciences include preparation and submittal of Annual Reports <br />to the FDEP each year for Phase I permits (Broward and Palm Beach Counties) and <br />alternate years for Phase II (Treasure Coast); inspections of over 4,000 stormwater <br />facilities and over 600 outfalls; annual inspections of the three FDOT maintenance <br />yards; providing Illicit Discharge Detection and Elimination (IDDE), Spill Prevention, <br />and Construction Site Erosion Control training to FDOT maintenance employee; and <br />providing miscellaneous support such as investigating IDDE reports and representing <br />FDOT at NPDES meetings. E Sciences has implemented numerous innovative tools <br />to reduce inspection costs such as using tablets in the field to instantaneously generate reports, and closely tracking maintenance <br />trends to reduce inspection frequencies <br /> <br />Our services also include maintaining and updating the FDOT GIS <br />database using two major sources of data: coordinating with Construction <br />to obtain information about new facilities; and georeferencing the state <br />road system using existing as-built plans that E Sciences download directly <br />from FDOT’s GIS database, scan, digitize, prepare attribute tables and <br />submit to FDOT’s GIS department. <br /> <br />Beginning in 2010, several TMDLs were adopted by the FDEP in District <br />Four, two of which proceeded to the BMAP phase: the CIRL and St. Lucie <br />Estuary TMDLs. E Sciences provides key technical support to FDOT for <br />the TMDL program including representing FDOT at BMAP meetings, <br />preparing basin GIS layers for submittal to FDEP, compiling treatment <br />inventory, calculating pollution loads and pollution load reductions, assessing the FDEP TMDL models, and preparing Annual <br />Progress Reports. <br /> <br /> <br /> <br /> <br /> <br /> <br />This aerial shows outfalls in Fort <br />Lauderdale inspected by E Sciences staff <br />Outfalls to swale along interstate
