RESOLUTION NO.2020 - 31 / S' <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, REQUESTING THAT CONGRESS PASS <br />LEGISLATION PROVIDING DIRECT FUNDING ASSISTANCE TO ALL <br />CITIES, REGARDLESS OF POPULATION SIZE, TO HELP MITIGATE <br />EXPENDITURES AND CURRENT AND FUTURE LOSSES AS A RESULT <br />OF THE NOVEL CORONAVIRUS (COVID-19) PANDEMIC; PROVIDING <br />FOR AN EFFECTIVE DATE. <br />WHEREAS, the COVID-19 pandemic is an extraordinary time for the nation and the <br />world, and it has significantly altered the normal day-to-day life of most residents within Miami - <br />Dade County; and <br />WHEREAS, since cases of the coronavirus were first reported within Miami -Dade County, <br />the municipalities within the County, including the City of Sunny Isles Beach ("City") have been <br />taking extraordinary measures to both limit the spread of COVID-19 and support local businesses, <br />all while keeping the health and safety of their residents at the forefront of their efforts; and <br />WHEREAS, the municipalities have also been coordinating efforts among first responders, <br />local health care professionals, and county and state partners as they work together to combat this <br />pandemic; and <br />WHEREAS, the fiscal consequences of COVID-19 are unprecedented, and the City along <br />with other Miami -Dade County municipalities are now facing the adverse financial impacts of <br />incurring COVID-19 related expenses, while maintaining essential services for their residents <br />and businesses; and <br />WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act provided <br />direct federal relief to local governments with a minimum population of 500,000, which applied <br />to no municipalities within Miami -Dade County; and <br />WHEREAS, the CARES Act does not require the county governments that meet the <br />minimum population requirements to share their allocation of CARES Act funds with their <br />municipalities; and <br />WHEREAS, as such, the City Commission of the City of Sunny Isles Beach urges <br />Congress to pass legislation providing direct funding assistance to all cities, regardless of <br />population size, to ensure that funds are appropriately allocated to cities to assist in mitigating <br />expenditures and current and future losses as a result of the COVID-19 pandemic. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF SUNNY ISLES BEACH, AS FOLLOWS: <br />Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and <br />confirmed as being true and the same are hereby made part of this Resolution. <br />Section 2. Support for Direct Federal Funding Assistance. The City Commission hereby urges <br />Congress to pass direct federal funding assistance to all cities, regardless of population size, to help <br />mitigate expenditures and current and future losses as a result of the COVID-19 pandemic. <br />R2020 Request Congress Direct CARES Allocation to Cities Page 1 of 2 <br />
