• How does the project foster the overall goals of the Cultural Master <br />Plan? Does it accomplish the purpose of this Program? Does it interpret <br />the City's civic and architectural traditions with a contemporary voice? <br />• Relevance and overall positive impact of the Public Art under <br />consideration to the City, including its values, culture, and people. <br />Consideration will be given to whether it has historical value, addresses <br />a social or environmental issue, or addresses the community as a whole <br />or a specific interest in this culturally diverse community? <br />Explain how the design is visionary and creative? How does it engage <br />the community and invite interest? What does it communicate about the <br />City? What about it is thought-provoking, entertaining, whimsical, original <br />and/or representative of high artistic excellence in urban design and <br />public art? Describe how it has emotional, inspirational, educational or <br />intellectual impact? Overall, does it uniquely enhance community <br />identity and generally enhance the public realm? <br />• Relationship of the work to the site, i.e., does it serve to activate, <br />enhance or foster community involvement/ public participation in that <br />particular public space? How? Are the sites selected varied so as to be <br />particularly enjoyed by the population living nearby? <br />• Appropriateness of the artwork or design enhancement in terms of scale, <br />materials, form and content to the site should be evaluated. How do the <br />scale, form and content serve a functional purpose? In what way does it <br />otherwise enhance or define a civic space? <br />• Consideration should be given to structural and surface integrity, <br />permanence and outdoor protection of the artwork against theft, <br />vandalism, weathering, and excessive maintenance and repair costs. <br />10 <br />
