RFQ No. 20-10-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. CCNA <br />City of Sunny Isles Beach <br />50| <br />LOCAL PERMITTING <br />EXPERIENCE <br />FINLEY has assembled a team that includes the local <br />specialization of ACAI Associates and Hanson Professional <br />Services, Inc.. ACAI’s in-house staff includes two (2) <br />experienced permit expeditors who are familiar with South <br />Florida agencies and their requirements. They have in- <br />depth knowledge of building department requirements <br />on all levels of state and local permitting for development <br />projects ACAI served as the Architect responsible for the <br />“turn-key” design and construction, including permitting, <br />of all the bus stops throughout Broward County. They <br />were responsible for dealing with multiple jurisdictions, <br />including City, County and State depending on right of way <br />issues for over 5,000 bus stop locations. They have also <br />been involved with permitting projects in the City of Fort <br />Lauderdale, Davie, Hollywood, Oakland Park, Broward, <br />Palm Beach and Miami-Dade Counties, to name a few. <br />In addition to ACAI, Hanson Professional Services, Inc. led <br />a consultant team tasked to provide management oversight <br />for an extensive planning/PD&E/public outreach effort <br />for added passenger and freight rail services along a 85- <br />mile segment of Florida East Coast (FEC) railroad <br />corridor. The integrated system covers a tri-county area <br />from Miami to Jupiter, FL, and includes TriRail and Amtrak <br />passenger service and FEC/CSX freight service in the <br />South Florida Rail Corridor and South Florida East Coast <br />Corridor (SFECC). Efforts have included the refinement <br />of the System Master to become a more efficient and cost- <br />effective system. Hanson’s responsibilities also included <br />professional design services related to the drainage and <br />permitting in support of the “Early/Critical Phase 3 <br />Activities.” NEPA studies which were advanced for three <br />interrelated and independent projects through the award of <br />a Federal TIGER Grant. These fast-tracked phased projects <br />were identified as Phase 1A Northwood Connection <br />Rehabilitation, Phase 1B IRIS NE Connection and Phase <br />2 New Northwood Connection. All three projects serve <br />as cross rail connects between Florida East Coast Railroad <br />and South Florida Rail Corridor. Challenges encountered <br />during the design of the linear drainage systems included <br />high groundwater conditions, limited right-of-way, stringent <br />storm event criteria due to lack of discharge connection <br />points, and excavation restrictions within areas that were <br />identified as historic and archaeologically sensitive. Hanson <br />designed a unique combined closed system of swales and <br />French Drains to meet both stormwater treatment and <br />retention criteria for all three projects. Hanson met with <br />the South Florida Water Management District on several <br />occasions to help facilitate necessary permits for all three <br />projects. A permit exemption was secured for the IRIS <br />connection project, while 10-2 Self Certifications permits <br />were facilitated for the two Northwood projects. All three <br />projects have been successfully constructed. <br />PERFORMANCE RECORD & <br />ABILITY TO COMPLETE PROJECTS <br />ON SCHEDULE AND WITHIN <br />BUDGET <br />Through our references and project experience pages we <br />have included, FINLEY’s performance record working <br />with complex bridges shows a record of reliable, innovative <br />services, with a deep familiarity of FDOT standards. <br />Furthermore, our sub-consultants, Hanson Professional <br />Services, Inc., ACAI & Associates, GCA, HR Engineering <br />Services, and TLC Engineering Solutions have extensive <br />experience working with both the FDOT and within the <br />Miami-Dade County areas. FINLEY, Hanson and HR <br />are currently working on the ongoing project US27/ <br />SR25/Okeechobee Rd and SR826/Palmetto Expressway <br />Interchange in Miami, FL, and therefore have current, <br />relevant experience with a strong performance record <br />working together and within the same federal section of <br />Florida. <br />In each of our below referenced projects, which are also <br />included in our project experience pages in the SF330 <br />portion of this section, FINLEY has consistently worked <br />within the allotted budget and timeframe. <br />QUALIFICATION INFORMATION & ASSIGNED PERSONNEL E
