FDOT Process The 2020 FDOT Florida Design Manual (FDM) included updated stipulations for Review of Non- Department-Owned Projects in new construction (Article 121.18 shown to right). This update establishes the review requirements for non- department-owned projects crossing Department- owned right-of-way. The Bridge Park does not cross an National Highway System facility and will therefore not require FHWA approval. H&H’s proposed Category 1 structural system streamlines the review process since it only requires review from the District Structures Design Office (DSDO) and not the State Design Office (SDO).
