Strategy Options <br />At the end of this process, the City must decide <br />what it wants to achieve (policy goals) with regards <br />to the future of the TCNO and how to achieve it <br />(regulatory implementation). The role of this report <br />is not to tell the City what to do, but to help the City <br />administration, elected officials and staff understand <br />the options available them and what those options <br />involve from a policy and regulatory standpoint_ <br />The TCNO Re -envisioning process inspired outcomes <br />that have been useful in identifying and framing <br />alternative paths. Weighing the public input and the <br />elements of the vision, the project team has compiled <br />four (4) policy and regulatory strategies and provided <br />a neutral basis for evaluating advantages and <br />disadvantages of each. The choices, described in the <br />foilowing pages, are color -coded for clarity and ease <br />of differentiation. <br />These choices do not, by any means, represent the <br />entire universe of potential solutions. They are simply <br />a small array distilled from the common -ground ideas <br />that emerged from the community engagement <br />process. <br />The strategies are presented as broad concepts. <br />They do not debate or recommend particular <br />standards for intensity, character, timing or location of <br />development. They do not specify the substance, or <br />the wording, of policy actions outlined in each option; <br />and they do they detail instructions for every step <br />of the process (or processes) needed to accomplish <br />an option. Nevertheless, the evaluation framework <br />provides enough guidance to help the City identify <br />and choose a "best option for Sunny Isles Beach at <br />this time;` considering certain factors. <br />Scoring Factors <br />The project team created a simple scoring system <br />facilitate an "apples to apples" comparison of the <br />options, four (4) criteria of significance were identified. <br />Each factor was scored on a simple scale of 1 to 5, with <br />1 (regardless of the metric) being the least desirable <br />condition, and 5 the most desirable.
