RESOLUTION NO. 2014- ���j 3 <br />A RESOLUTION OF THE CITY COMMISSION OF THE <br />CITY OF SUNNY ISLES BEACH, FLORIDA, RANKING <br />THE SUBMITTALS FOR THE DESIGN, BUILD OUT, <br />OPERATION, AND LEASE OF A RESTAURANT <br />FACILITY AT GATEWAY PARK (RFP NO. 14- 02 -02) AND <br />AUTHORIZING THE CITY MANAGER TO BEGIN <br />NEGOTIATIONS WITH PASSION RESTAURANT GROUP <br />— "FLY ME TO THE MOON ", THE 1st RANKED <br />PROPOSER; AUTHORIZING THE CITY MANAGER AND <br />THE CITY ATTORNEY TO DO ALL THINGS NECESSARY <br />TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR <br />AN EFFECTIVE DATE. <br />WHEREAS, the City issued Request for Proposal No. 14- 02 -02, Design, Build Out, <br />Operation, and Lease of a Restaurant Facility at Gateway Park, of which two (2) responses were <br />received; and <br />WHEREAS, with the assistance of the Finance Department, and the Cultural & <br />Community Services Division. the City Manager has evaluated both proposals and met with the <br />proposers in order to obtain a clear understanding of each proposal; and <br />WHEREAS, in reviewing the proposals, City staff and the City Manager carefully <br />reviewed the evaluation criteria outlined in Section 4 ( "Evaluation Process ") of RFP No. 14 -02- <br />02 as well as Section 62 -8 ( "Award ") of the City Code in evaluating the proposals; and <br />WHEREAS, the general factors to be considered under Section 62 -8 of the City Code <br />include, but are not limited to, 1) the capacity, ability and skill of provider to perform the <br />contract; 2) the character, integrity, reputation, judgment, experience and efficiency of the <br />provider; and 3) the quality of performance of their previous contracts, among other factors to be <br />considered; and <br />WHEREAS, under Section 4 of RFP No. 14- 02 -02, the specific evaluation criteria <br />include 1) the proposer's financial capacity and ability to build out the facility space and equip it <br />properly to operate a restaurant; 2) relevant experience and qualifications and past performance; <br />3) relevant experience and qualifications of key personnel; 4) proposer's approach and <br />methodology to provide the services; and 5) the proposed solution functionality, implementation, <br />and other objectives; and <br />WHEREAS, the above review criteria were considered in this evaluation process, <br />including proposed rent, conceptual design, financial viability of the proposers, and <br />foodservice /parking operations; and <br />R2014- Gateway Park Restaurant Authority To Negotiate With Passion Restaurant Group Pagel of 3 <br />
