flushing process on a timed basis when adequate water volumes have flushed out the system, <br />based on water quality analysis from examination of previous month's data. <br />Water Conservation Rate Structure <br />NMB Water implemented a rate structure for water and sewer billing that promotes water <br />conservation. This rate structure consists of multiple tiers. Base water rates and incremental <br />rates are evaluated annually. To date, three classifications of water users include single-family, <br />multi -family and non-residential. NMB Water recently adopted a new rate structure in late 2019 <br />that tiers rates and usage to aid positive water conservation outcomes, and is in the process of <br />implementing this new structure. <br />Permanent Irrigation Ordinance <br />The City and NMB both support and convey the intent of Miami -Dade County Code, Chapter 32, <br />Section 32-8.2. This Section of the County Code prohibits landscape irrigation during periods of <br />high evaporation and further prohibits irrigation systems to be operated in a manner causing <br />water to be wasted. The County Code prohibits irrigation between the hours of 10:00 a.m. and <br />4:00 p.m., seven days a week, from Monday to Sunday. <br />Water Shortage/Emergency Ordinance <br />In the event a water shortage is declared by the SFWMD and per Chapter 40E-21,F.A .0 or an <br />emergency situation resulting in a water shortage, the City and NMB are prepared to address <br />these situations. On March 20, 2008, the City adopted Ordinance 2008-298 "Water Restrictions" <br />which has been codified as Chapter 260, Article I — Water Restrictions. There are provisions for <br />the application, authority to implement, prescribed water restrictions or use curtailments and <br />enforcement. <br />Water Efficient Plumbing Fixtures Code <br />The City and NMB requires and enforces the guidelines established by the Florida Building Code, <br />Chapter 46 - Plumbing. Chapter 46 of the Florida Building Codes supports the requirements set <br />forth by the South Florida Water Management District for use of water efficient plumbing <br />fixtures. The City also adopted by reference and enforces the Miami Dade County Water and <br />Sewer Ordinance No. 32-84, 32-85, 32-86- Plumbing. This BMP requires the installation of water <br />efficient plumbing fixtures in all new construction. <br />Public Education, Outreach and Demonstration Projects <br />Education and public awareness are key components of any water conservation program. <br />Educational and outreach programs must be tailored to appeal to a broad audience. <br />Conservation and utility staff constantly evaluate products and technology that relate to water <br />efficiency and initiate the use of those determined to be effective. NMB Water has a voluntary <br />water use assessment survey program for single-familv residential and small commercial <br />customers. Customers complete a comprehensive questionnaire on their water use habits, and <br />responses from the surveys are compared to current and historical water billing data to <br />determine the potential for water savings by the customers.
