RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL <br />INVITATION TO BID NO. 1406 -02 EAtERGENcy DEBRIS CLEARING AND REMOVAL OPERATIONS <br />The Sandy Recovery Improvement Act of 2013 utilizes a sliding scale to determine federal cost <br />share of removal of debris and wreckage. <br />The law identifies the following goals for these procedures: <br />n Reducing the costs to the Federal Government of providing Public Assistance <br />R Increasing flexibility in the administration of such assistance <br />Cr Expediting the provision of assistance to the State, Tribal or local government, or nonprofit owner or <br />operator of a private nonprofit facility <br />Providing financial incentives and disincentives for timely and cost - effective completion of projects with <br />such assistance <br />The program authorizes an increased Federal cost share for the collection, hauling, processing and disposal of <br />debris when Sub grantees complete removal operations within a specified timeframe (Table 1). To participate in <br />this procedure, debris removal projects must include all debris for which the Sub grantee will be requesting FEMA <br />assistance. <br />Table 1.
