RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL . <br />INVITATION TO BID NO. 14 -06-02 EMERGENCY DEBRIS CLEARING AND REMOVAL OPERATIONS <br />® Project: Florida Department of Environmental Protection — Deepwater Horizon Oil Spill 2010 <br />Coastal Oil Deflection Boom - Contract EXCOI 3 <br />Deepwater Horizon Oil Spill Response <br />June 10 2010 — June 30, 2010 <br />AshBritt Project Manager: Dow Knight (0) 954 -545 -3535; (M) 954- 818 -4416 <br />Location of the Effort <br />Bay County, FL <br />Brief Description of Effort <br />In response to the threats to the State of Florida from the oil leaking from the Deepwater Horizon drilling platform, <br />the project operational tasking's required AshBritt to provide services related to the placement, management and <br />removalldecontamination of 95,000 linear feet of oil containment boom (boom) within the waters of St. Andrews <br />Bay, East Bay, North Bay, and West Bay at 66 locations specified by the Florida Department of Environmental <br />Protection (FDEP) for Bay County. AshBritt was required to provide proof that supplied boom was of an <br />equivalent Contract specification or better. Project work complied with all federal, state, and local laws, rules and <br />regulations pertaining to boat operation and safety, including applicable National Oceanic and Atmospheric <br />Administration (NOAA) standards and U.S. Army Corps of Engineers (USACE) 385 -1 -1 Safety requirements. <br />AshBritt, with appropriate supporting assistance (i.e. phone calls to permitting entities regarding permit needs) <br />from the client, was responsible for all permitting and costs associated with the boom placement, including, but <br />not limited to, vehicles (boats, tractors, trailer, etc.); labor and supervision (including equipment/vehicle <br />operators), fuel, and all other items necessary for or incidental to the performance of work as defined in the <br />Contract. <br />Dollar Value of the Contract <br />510,081,385 <br />D Multiple Contract Approach & Methodology <br />Point of Contact Information <br />David Phillips <br />FDEP Environmental Manager <br />850 -245 -8952 <br />dave.m.phiIIips @dep.state.fl.us <br />AshBritt is very experienced and of managing multiple contracts. The year of 2012 brought Hurricane Sandy, for <br />which AshBritt was activated as the prime contractor in more than 60 jurisdictions. AshBritt cleared and processed <br />3.5 million cubic yards of debris. On this contract we also provided ancillary services to New York City. <br />Demonstrating our ability to act as the prime contractor on very large programs, AshBritt utilized 70% approved <br />New Jersey -based firms in response to the effects of Hurricane Sandy. The different jurisdictions in the State of <br />New Jersey required a trusted partner in its time of need; this partner is AshBritt, as demonstrated by the quote <br />below. <br />"...it has been your efforts that have allowed us to turn the comer on the recovery process.
