RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL <br />INVITATION TO BID NO. 14 -06-02 EAIERGENCI' DEBRIS CLEARING AND REMOVAL OPERATIONS <br />L7 Project Management Qualifications Overview <br />AshBritt's greatest strength is our dynamic, knowledgeable and capable management team, which is deftly led by <br />an experienced core group of company principals and senior management. Our principals and senior project <br />managers have well over 250 years of combined disaster response and recovery related experience. The team <br />consists of consummate professionals from diverse backgrounds who understand all facets of disaster <br />management, and who are empowered to make decisions quickly and definitively to push any recovery forward. <br />AshBritt maintains a core staff of approximately 40 persons, half of which are experienced senior managers, who <br />have been working together for over ten years. We have multiple Operations Managers and Project Managers who <br />reside in South Florida that will be immediately mobilized prior to an event and ready to assist the City of Sunny <br />Isles Beach during the post event response and recovery phase. The office that will be servicing the City of Sunny <br />Isles Beach is our corporate offices located in Deerfield Beach FL. In the event AshBritt is activated by the City <br />of Sunny Isles Beach, Ralph Dahlgren will serve as the Operations Manager and Tim Mooney will serve as the <br />Project Manager. These are two seasoned individuals with over ten years of disaster recovery experience. Their <br />corresponding bios and resumes are included herein. <br />AshBritt has experienced minimal turnover in management and is pleased to say that virtually the <br />some management team has been in place since 2005. <br />All of our senior managers are conversant with the federal emergency management standard Incident Command <br />System (ICS), a key component of NIMS. Further, they are certified in the base tenets of NIMS through <br />completion of FEMA's Emergency Management Institute (EMI) NIMS IS -00700 training and trained in the U.S. <br />Army Corps of Engineers' program of Construction Quality Management for Contractors, the stringent standard <br />for safety and quality control adhered to by the USACE during disaster recovery missions. Additionally, our <br />senior managers are certified in the Department of Defense's (DoD) Level 1 Awareness Anti- terrorism training. <br />Comprehensive resumes are included in this section that delineate other professional training, accreditation, <br />education, and specific past project experience. Below, however, are brief profiles of our senior management. <br />Please also refer to resumes in this section for full details on projects worked by each individual. <br />Randy Perkins — Chief Operational Officer (Principal). Randal "Randy" Perkins founded AshBritt as a Florida <br />corporation in 1992. Randy sets the vision for the organization through constant insight, research, and analysis of <br />the technical, operational, and political environments comprising the disaster industry. Randy is highly qualified <br />and experienced in all phases of disaster response and recovery operations from his years of practical, hands -on, <br />real -world experience. He has an encyclopedic knowledge regarding all response measures, damage assessment, <br />debris collection, removal, reduction, recycling, and disposal activities. Moreover, he is a deft communicator who <br />is able to assist high level stakeholders with the public information demands following major disaster events. <br />Randy has completed course work at the University of Central Florida in Business Administration and at the <br />University of Miami in Global Business Concepts. He holds seats on the Board of Directors of several national <br />charitable organizations, and is very active in state and local charitable endeavors. <br />John IV Noble — Chief Operational Officer (Principal). John Noble is an environmental engineer who earned <br />his Master's degree in Solid and Hazardous Maste Management from the University of Florida. He also is a <br />graduate of the United States Military Academy at West Point, where he earned a Bachelor's Degree in Civil <br />Engineering- Engineering Management. Over his career John has managed a long line of environmental <br />construction and mitigation projects. Since joining the AshBritt team in 1994, he has successfully overseen the <br />operations of over thirty mid -to -large -scale disaster response and recovery projects, and he has provided <br />operational oversight for all of AshBritt's recovery deployments. John is currently a State of Florida Board of <br />Professional Engineers — Engineer intern (# 1096ET126) and a licensed Certified Pollutant Storage System <br />Contractor (No. PC C056744). He is certified in OSHA's 40 Hour Hazardous Waste Operations and Emergency <br />Response training, as well as the 8 Hour Annual Refresher course.
