RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL , <br />INVITATION TO BID NO. 14 -06-02 EMERGENCY DEBRIS CLEARING AND REMOVAL OPERATIONS <br />__ —_ I <br />Throughout this phase, AshBritt will maintain extensive reporting of all debris loads and will provide the City <br />with daily, weekly, and monthly status reports to illustrate production rates and progress. Furthermore, all damage <br />claims and deficiencies reported during the course of our debris passes are addressed by our QCI's and managed <br />by our claims representative. All claims are managed through our DIMS system. <br />o Phase 5 — Hazardous Stump and Tree Work, Special Services, and Right -of -Entry Work <br />'-` Usually during the second and third passes of debris collection, <br />specialized equipment and crews are deployed to remove <br />. hazardous stumps and dangerous leaning trees and hanging <br />}r4 limbs. This work often requires special documentation, <br />monitoring and reporting. Also, during the first, second and <br />J= third passes of ROW debris collection, other specialized debris <br />collection and clearance missions may be initiated. , These <br />- include the removal of debris from drainage systems, sewers, <br />- culverts, catch basins, canals, streams or other designated <br />_ - waterways. Also, tasks may be issued for the removal of <br />hazardous trees and debris from other public facilities, such as <br />parks, trails or utility infrastructure (e.g., water plants). The <br />Hamrdnus Stumn Remnval debris created from this work typically becomes part of the <br />general ROW debris stream. A mission to remove, screen, and <br />replace beach sand may be issued. Removing sand, silt and other earthen materials from streets, roads, bridges, <br />and other right -of -ways, as applicable. Specially assigned crews and equipment configurations suitable to the task <br />will screen sand, separate and haul -off resultant debris and contaminants, and return clean sand to beaches, sand <br />dunes, berms or other designated places. <br />Sand Screening on Beaches <br />Debris -laden sand can be loaded from right -of -ways and hauled to the designated locations, such as a temporary <br />collection site. After debris -laden sand is discharged, it will be screened and stockpiled at a temporary site. Once <br />the sand is cleaned, it can be returned to the beach and stockpiled for reuse along the shorelineibeach. Debris <br />generated from sand screening will be hauled to a TDSRS or other designated location. <br />What's more, at debris management sites, programs may be implemented and underway to reduce and recycle <br />white goods and other metals and reusable materials that may have been collected in the debris stream. These are <br />typically segregated during the ROW mission on site and/or at the debris site. <br />Private property debris removal (PPDR) work may be authorized and tasked to AshBritt. This may include just <br />debris removal and/or hazardous tree removal from private property to demolition and the removal of resultant <br />debris from the property — sometimes with the need to handle asbestos containing materials and/or other hazardous <br />materials. This is highly specialized work which requires experienced and certified crews. As this work generally <br />requires a great deal of investigation, assessment, documentation and <br />monitoring it is usually conducted during the third pass (or more) of <br />the mission. <br />Phase 7 — Final Disposal, ROW Demobilization, and Hot Spot <br />Punch List <br />As debris is hauled to the designated TDSRSs, it is constantly <br />managed and processed. Debris is segregated by class. The types of <br />debris are typically reduced by a variety of means, such as grinding, <br />chipping, incinerating, open burning, compacting, mauling, <br />crushing, and baling.
