ASHBRITT, INC. RESPONSE TO THE CITY OF SUNNY ISLES BEACH, FL <br />INVITATION TO BID NO. 14 -06-02 EMERGENCY DEBRIS CLEARING AND REMOVAL OPERATIONS <br />AshBritt clearly understands the complex perception that limits the participation of small, minority and <br />disadvantaged business enterprises on projects. We typically look over these perceptions, simply because the <br />employment of these companies historically benefits all stakeholders after a disaster event: the local community, <br />the firm itself, us as a prime contractor, and the client. <br />Owing to our long history, we have the experience in managing sensitive relationships in complex projects such <br />as disaster recovery, including partnering, teaming, and joint ventures with both small and large firms. We pride <br />ourselves on understanding our role as a professional stakeholder within these relationships and we stay committed <br />to local team building and developing quality relationships. <br />AshBritt makes ongoing efforts to create new subcontractor relationships. We welcome any referrals by local <br />representatives to meet and to confer with local subcontractors. It behooves all parties involved to establish <br />relationships and commitments prior to any storm event. AshBritt believes that the best solution is pre - disaster <br />planning for identification and eventual inclusion of local businesses in the post -event recovery projects. The pre - <br />event planning and relationship building takes place on an annual basis and subcontractor lists or relationships are <br />consistently updated. <br />Commitment <br />Our industry, on the whole, relies heavily on subcontractor resources, both firms and personnel. AshBritt has <br />worked with thousands of subcontractors and individuals over our history. We maintain records and databases of <br />all past subcontractors and employees, and we always encourage new interested firms and qualified individuals <br />to register and submit resumes through our web portal. Additionally, we maintain a core group of standby <br />subcontractors who are exclusively available for deployment on AshBritt projects. We also engage local firms <br />and local minority, women and disadvantaged enterprises and individuals in recovery efforts whenever possible. <br />Local contractors and individuals are extremely beneficial, as they are quick to mobilize, highly motivated to <br />assist their own community, and knowledgeable of local customs, politics, demographics, geography and area <br />suppliers. <br />AshBritt is committed to giving South Florida based firms and individuals the first opportunity for work when <br />such work is available. We have accumulated our robust pool of qualified staff reservists across the country by <br />following such a practice. Simply, all available local resources are indispensable to the rapid, efficient and <br />successful completion of any recovery project. <br />Prior to being added to the disaster recovery team a potential local subcontractor shall be screened using some/all <br />of the following criteria: <br />• Initial structured telephone interview. <br />• Review of equipment, work history, and capability. <br />• Review Dunn and Bradstreet Reports. <br />• Inspect on -site equipment and facilities. <br />• Obtain approval by the City of Sunny Isles Beach of all screened subcontractors. <br />• Acquire insurance certificate listing AshBritt and the City as additional insured. <br />• Execute a comprehensive Subcontractor Agreement, <br />13 Review of resumes for past qualifications and experience (any special certificates) <br />Relying on subcontractor resources makes it critical to establish stringent standards and guidelines to protect our <br />own and the City's interest. AshBritt's Subcontracting Plan sets performance criteria for all prospective <br />subcontractors. It also works to develop a professional and capable workforce and to promote work force diversity <br />and inclusion of small and disadvantaged firms. Most importantly, it ensures real participation of qualified <br />disaster - affected local firms. All potential subcontractors, to perform under an AshBritt contract, must be pre - <br />approved from our resource database, have a favorable evaluation from either a prior AshBritt project or at least <br />three non- AshBritt projects, or the favorable endorsement of the client. <br />Additionally, all equipment to be deployed is thoroughly inspected and certified as operationally safe. Workforce <br />safety training is administered when necessary, and a compliance agreement of all safety policies as mandated by <br />all governing authorities must be acknowledged.
