<br />City of Sunny Isles Beach |Request for Qualifications No. 21-10-01 18 <br /> <br />4.2.1. MINIMUM QUALIFICATIONS <br />Per Florida Statute 287.055, in determining whether a firm is qualified, the agency shall <br />consider such factors as the ability of professional personnel; whether a firm is a certified <br />minority business enterprise; past performance; willingness to meet time and budget <br />requirements; location; recent, current, and projected workloads of the firms; and the <br />volume of work previously awarded to each firm by the agency, with the object of effecting <br />an equitable distribution of contracts among qualified firms, provided such distribution does <br />not violate the principle of selection of the most highly qualified firms. The agency may <br />request, accept, and consider proposals for the compensation to be paid under the contract <br />only during competitive negotiations. <br /> <br />The successful firm must have a minimum of five (5) years relevant local experience in <br />providing services of similar scope. <br /> <br />4.3 NEGOTIATION AND AWARD <br /> <br />An agenda item to the City Commission will be prepared requesting the designation of, and the <br />authorization to negotiate with, one or more of three (3) firms deemed to be the most qualified <br />to perform the services required by this RFQ. <br /> <br />The City shall begin negotiations with the first most qualified firm for professional services at <br />compensation in which the City determines is fair, competitive and reasonable. The City reserves <br />the right to conduct pre-award discussion and/or pre-contract negotiations with the most <br />qualified firms who submit qualifications determined to be reasonably acceptable of being <br />selected for award. In the event the City Manager cannot negotiate a satisfactory contract with <br />the first most qualified firm, negotiations shall begin with the second most qualified firm. This <br />process shall be repeated, each time moving to the next most qualified firm. If the third most <br />qualified firm cannot be negotiated with successfully, the project is to be reevaluated and <br />considered for re-advertising. Upon successful negotiations with a firm, a City Commission <br />agenda item-recommending award to said firm will be prepared. <br /> <br />The City reserves the right to reject any or all submittals, to waive any irregularities or <br />informalities in any submittal or in the RFQ procedures, and to accept or reject any item or <br />combinations of items. The award will be to the firm whose submittal complies with all material <br />requirements set forth in this RFQ and who is the most qualified in the sole discretion of the City, <br />taking into consideration all aspects of the firm’s response. <br /> <br /> <br /> <br /> <br />END OF SECTION <br /> <br />
