5 <br />SECTION D Project Approach and Understanding <br />RFQ # 21-11-01 PROFESSIONAL PLANNING AND ZONING CONSULTING SERVICES, CIVIL AND TRAFFIC ENGIEERING <br />As a multi-disciplinary Planning and Engineering <br />firm, Corradino specializes in: Urban Planning, Public <br />Engagement, Traffic Engineering and Planning, Roadway <br />Design, Civil Engineering, Water and Wastewater Design, <br />Airport Planning, Program Management and Construction <br />Engineering and Inspection. Our team is equipped to <br />provide all services listed in the City’s RFQ: <br />● Site Master Planning, Analysis and Design <br />● Planning and Urban Design <br />● Traffic Engineering and Transportation Consulting <br />● Civil/Environmental Engineering <br />● Evaluation and Design <br />We understand that this is a General Services Contract and, <br />as such, our approach is to be ready to provide services at <br />a moment’s notice when they are needed. <br />Corradino is highly-experienced in working for municipalities. <br />We have helped newly-incorporated cities develop their <br />initial planning departments, comprehensive plans, and <br />zoning codes. We have served as staff and department <br />directors. We are experts in working in development <br />review, specifically in a “cost recovery” system. We <br />review all city applications (zoning permits, site plans, <br />variances, conditional uses, traffic impact analysis, and civil <br />engineering reviews) and understand the time-sensitive <br />nature of this responsibility. We complete the reviews and <br />staff reports within the time allotted by the code. Our team <br />has managed Developments of Regional Impact (DRIs) and <br />the associated Notices of Proposed Changes that make up <br />their amendment processes. We have prepared hundreds <br />of large-and small-scale comprehensive plan amendments <br />and have administered and amended land development <br />and zoning codes. We provided services as interim Planning <br />Director and staff in Islamorada after Hurricane Irma, <br />and we helped Islamorada select their new Director. We <br />have also worked with numerous coastal cities on their <br />Evaluation and Appraisal Reports (EARs). Corradino has <br />performed transportation master plans for cities across the <br />region. We have provided design for all types of municipal <br />infrastructure, including water management, traffic calming, <br />and streetscape improvements. We have also bid and <br />managed the construction of that infrastructure on behalf <br />of our clients. Corradino maintains impeccable relationships <br />with agencies at all levels-of-government and can assist the <br />City when there is a need to interact with them. <br />For the development review aspect of this work, for <br />cities with a Cost-Recovery Process, where applicants <br />pay for review services, Corradino typically works on <br />a pre-approved hourly rate schedule. For city-initiated <br />assignments, an individual work order can be authorized <br />for each, or a general work order for all manner of <br />assignments can be opened, specifying an amount, the <br />number of hours expected each week and a provision that <br />the fee amount, or the hours won’t be exceeded without <br />written authorization. <br />When needed, we can provide a dedicated staff member(s) <br />to be present in any department to hold regular office <br />hours, as agreed upon by City staff. In addition, we can <br />provide support staff to work remotely, if overflow occurs. <br />Our “bench” of planners is deep, and we can accommodate <br />periods of increased activity, as well as scale back as the <br />workflow slows.
