11 <br />SECTION D Project Approach and Understanding <br />RFQ # 21-11-01 PROFESSIONAL PLANNING AND ZONING CONSULTING SERVICES, CIVIL AND TRAFFIC ENGIEERING <br />identified in the Miami-Dade MPO's Transportation <br />Improvement Program (TIP). <br />The traffic review of the development/redevelopment <br />application also needs to address other key items to <br />include: <br /> ►On-Site And Off-Site Vehicular Circulation <br />Defining the appropriate number of ingress/egress <br />locations for a project will determine the on-site and off- <br />site vehicular circulation. The proposed parking facility will <br />define additional on-site vehicular circulation issues, such <br />as stacking and storage prior to entrance to the facility. <br />The approach to review the on-site and off-site vehicular <br />circulation will include a detailed driveway analysis and <br />determination if there is enough stacking space at the <br />ingress/egress locations. The site access driveways will <br />have a traffic analysis completed for the either signalized or <br />unsignalized access connection. A review of the pavement <br />marking, and signage plan will be required. One relevant <br />example of the review of valet operations occurred at <br />the 8995 Collins Avenue site in the Town of Surfside. The <br />applicant had proposed building into the Town's right-of- <br />way to develop a wider on-site traffic circulation for the valet <br />drop-off and pick-up area. In this situation a detailed valet <br />parking operations plan prepared by Corradino personnel <br />was requested from the applicant's traffic consultant. This <br />plan included the following items: <br />● Routing Analysis illustrating details of the arrival <br />vehicles, departing vehicles, sequencing of two <br />parking lifts for the valet drop-off/pick-up vehicle, and <br />internal garage circulation. <br />● Specific queueing analysis confirming that there <br />was no impact to the 90th Street right-of-way. This <br />included impacts to the adjacent Surf Club garage <br />driveway on the north side of 90th Street, as well as <br />the signalized intersection of SR A1A/Collins Avenue <br />at 90th Street. <br />● Detailed valet staffing plan meeting maximum <br />vehicular queuing based on stacking. <br />● Maintenance service contract ensuring continued <br />operation of the mechanical lifts and vehicle elevators. <br />● Post-development study evaluating the parking <br />operations plan, including on-site field observations, <br />confirming queue storage, pedestrian conflicts, Uber/ <br />Lyft and other delivery operations, and other street <br />circulation issues. <br /> ► Travel Demand Growth Validation/Assessment <br />There are various ways to evaluate the effects of future <br />travel demand on the roadway network. The traffic <br />engineering industry has typically calculated area-wide <br />growth rates for new developments based on historical <br />AADT (Average Annual Daily Traffic) information for <br />adjacent road segments. In addition, there are times that <br />traffic consultants submit growth rates from the SERPM <br />model, as well, and use the higher growth rate of the two. <br />The Corradino Team has the technical expertise in working <br />on the SERPM model to validate these proposed travel <br />demand growth rates.
