SUMMARY OF QUALIFICATIONS
<br />Vickki has over 16 years of public sector experience in Community Development. She specializes in
<br />developing and managing Federal, State and local grant programs. She has extensive experience in
<br />Affordable and Workforce Housing Development, Economic Development Strategies, Neighborhood
<br />Planning and Public Engagement. With her experience, she brings to the CGA team a true and tested
<br />insight of what cities across the US need to envision for their community.
<br />EXPERIENCE
<br />City of Deerfield Beach, FL – Legislative and Community Affairs Director: As the Legislative and
<br />Community Affairs Director Ms. Placide-Pickard led the team in the development and management
<br />of all facets of federal, state and local government grant administration including strategic planning,
<br />budgeting, financial analysis, interpreting federal and state regulations, compliance, development of
<br />standard policies and procedures and reporting. Some of the grant programs administered include
<br />CDBG, HLMP CDBG-CV, HOME, SHIP, NSP, HMGP grant programs. While at the City of Deerfield
<br />Beach awarded $10 million in competitive grants between 2018 and 2020.
<br />City of Coral Springs, FL – Community Development and Housing Administrator: As the Housing
<br />and Community Development Administrator, Ms. Placide-Pickard provided operational management
<br />to several federal, state and local entitlement grant program for affordable housing, community and
<br />economic development projects including CDBG, CDBG-DR, CDBG-DRI, HOME, SHIP, NSP grant
<br />programs. Managed over $30 million from 2005 to 2015. Completed and reviewed contracts, RFPs
<br />and other administrative documents to implement projects. Prepared and gave presentations to the
<br />Affordable Housing Advisory Committee, Planning and Zoning Board, City Commission, and other
<br />local government agencies.
<br />Community Redevelopment Associates of Florida, Pembroke Pines, FL – Special Projects
<br />Coordinator: As the Special Projects Coordinator, she oversaw grant administration, compliance
<br />and fiscal management for the SHIP program for various contractual cities. Ms. Placide-Pickard
<br />facilitated the 2005-2010 Community Development Block Grant Consolidated plan process for
<br />various contractual cities. Also prepared public notices and attended City Commission meetings for
<br />public hearings/citizen participation plans. Ms. Placide-Pickard coordinated and implemented Fair
<br />Housing Initiatives..
<br />Florida Atlantic University, Fort Lauderdale, FL – Program Assistant: Ms. Placide-Pickard organized
<br />and coordinated the Center's outreach programs including the capacity building workshops. Assisted
<br />with the research for the publication of the revised Micro-business Training Manual. Also assisted
<br />in the completion of the Comprehensive Affordable Housing study for the Broward County Office
<br />of Housing Finance as well as providing research for the 21st Century Community Learning Center
<br />Grant proposal.
<br />PROJECT EXPERIENCE
<br />City of Miramar, FL - Project Manager – Ms. Placide-Pickard is currently working with the City
<br />to provide CDBG Program Management to the City including interpreting the federal regulations,
<br />compliance, reporting, budgeting, develop policies and procedures for various CDBG activities.
<br />Lighthouse Point, FL - Planning Administrator Water Supply Update – Ms. Placide-Pickard is
<br />currently working with the City to update its Water Supply Plan pursuant to state statutes in order
<br />to strengthen the links between regional water supply plans and comprehensive plans prepared by
<br />local governments.
