Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting <br />Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach <br /> <br /> PAGE 9 <br />Our technical capability and approach to professional planning and zoning services including civil and traffic <br />engineering issues is based on our significant experience and knowledge of the City of Sunny Isles Beach, Miami- <br />Dade County, the Comprehensive Plan, overlapping capabilities, and our strong QA/QC approach. CALTRAN team <br />has done several master planning and design, urban design, civil engineering services including structural inspection, <br />environmental assessment, transportation planning, traffic studies, etc. within Miami-Dade County and the State of <br />Florida, and are well familiar with the tasks. This section summarized our technical approach toward performing tasks <br />with high quality, within time and budget. <br />Planning, Urban Design and Master Planning <br />Planning <br />The transportation planning and design context have changed. In recent times, the goals for the transportation system <br />have broadened significantly in response to social views and an emphasis on livability and sustainability which includes <br />concerns of environmental preservation, economic vitality, cultural cohesion, and social justice. The transportation <br />industry has developed various terms that describe this approach to transportation, including “context-sensitive <br />solutions”, “multi-modal” solutions, “complete streets”, and livability. <br />Good planning and design begin with good transportation and land-use policies. Since 2016, the County leadership <br />approved a policy to set as highest priority the advancement of rapid transit corridors and transit-supportive projects <br />for the County. Since then, <br />The Strategic Miami Area <br />Rapid Transit (SMART) <br />Plan has been in motion <br />with the goal to implement <br />mass transit along six <br />corridors in Miami Dade <br />County and CALTRAN has <br />supported efforts in three of <br />six corridors not only from <br />the traffic analysis but as <br />well as corridor land use scenario and visioning planning <br />Our team has supported teams in the creation of plans and the implementation of projects that support transportation <br />investment while presenting design considerations that balance transit, walking, cycling, and neighborhood livability. <br />Through our transit-supportive planning approach, we not only foster multi-modal connectivity and transit use but also <br />support increased walking and cycling with the fundamental recognition that pedestrian-scale development and transit <br />and non-motorized-accessible site plans play a major role in improving public health and livability. <br />In order to do this, we follow a planning process that builds upon existing documents and plans; incorporates the <br />existing network using tools such as level of traffic stress; brings the team as well as stakeholders out in the field to <br />develop a deeper understanding and feel for the area, and strive to document the planning process and <br />recommendations in a comprehensive way presented in a highly graphic manner. <br />We understand the need for smart, cost-effective solutions driven by data and community needs. The team and their <br />methodologies have been built around the recognition that success requires not only a thorough knowledge of <br />transportation systems, processes, regulations, and technologies, but also strong data analysis tools and a strategic <br />understanding of the role stakeholder and customer engagement plays in rolling out new transit services or making <br />improvements to existing services. <br />
